Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 . Serves as an Intelligence Analyst for Joint Special Operations Command Duty station Washington DC.

Responsibilities

  • Responsible for solving difficult and complex analytical problems.
  • May be responsible for intelligence research, analysis, and evaluation, coordination, and liaison duties within a regional area of responsibility.
  • Regional analysts are oriented to a specific geographic area of responsibility associated with a Unified Command.
  • Support Commands planning, training, and operations.
  • Develop in-depth intelligence analytical assessments to determine best methodology to counter enemy threat planners.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • Must be eligible for, receive, and retain a Top Secret/Single Scope Background Investigation (TS/SSBI) with access to Sensitive Compartmented Information (SCI) and selected Special Access Programs.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • This is an Emergency Essential (EE) position that ensures the success of combat operations or support essential to combat systems after mobilization, evacuation order, or other military crisis.
  • Incumbent may be required to deploy, on very short notice, to potentially high threat, hostile OCONUS environments and to undergo specific training and immunization requirements as appropriate for OCONUS deployments.
  • Incumbent may be required to perform duties under austere and potentially hazardous conditions during exercise and real world deployments.
  • This is an Inclement Weather position. Incumbent may be required to remain on duty during inclement weather.
  • Pre-appointment physical is required. Anthrax vaccination may be required.
  • Must be able to comply with all federal agency security and medical requirements in order to obtain Staff-Like-Access.
  • Following initial Staff-Like-Access adjudication, individual must be able to maintain qualifications for required access to perform temporary duty with other government agencies as directed.
  • TDY travel may be required at 30% or more of the time.
  • Emergency Essential Civilians are required to sign a DoD Form 2365. (See DoDD 1200.7, DoDD 1404.10, DoDD 1400.31, DoDD 1400.32; and AR 690-11.).
  • Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
  • Experience performing Intelligence research, analysis, evaluation and technical targeting; and
  • Experience organizing and analyzing data from numerous data sources to support targeting efforts; and
  • Experience preparing and producing integrated intelligence products which may include: summaries, briefings, status reports, and associated requirements.
  • This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

    Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

    EMERGENCY ESSENTIAL:
    This position is considered essential to support Army's mobilization and wartime mission during periods of increasing tension or mobilization. It is considered emergency essential because (1) no qualified and immediate replacement exists and (2) having it vacant would (a) impair the effective operation of essential military support systems or (b) adversely impact the combat mission of deployed forces. Failure to remain in this position may result in separation for the efficiency of the Federal Service (5 USC, Ch.752). Incumbent may be required to take part in readiness exercises and training (Basic first aid; Basic soldier field survival skills; Laws of War/Geneva Conventions; Prisoner of War coping skills; Standards of Conduct; Proper wear, use and care of all issued clothing and equipment; Uniform Code of Military Justice; Customs and courtesies of host country; Sidearm training, when appropriate). Incumbent must meet requirements specified on SF78, Certificate of Medical Examination, for position at overseas/deployed location and receive immunizations appropriate to the overseas location.
