Summary

The employee will serve as a Police Officer (Instructor). The position is located within the Police Service, Uniformed Operations Section, at the Hampton VA Medical Center, Hampton, Virginia. The Police Officer (Instructor) serve as the primary training source for newly hired and retained VA Police Officers.

Responsibilities

Duties include but are not limited to:
  • Develops training programs for Police Services or organization.
  • Delivers training to Police and Facility Staff.
  • Oversees senior instructors to providing guidance and evaluation of courses.
  • Conduct audits of training programs.
  • Analyze current training programs and adjust for local needs.
  • Conducts law enforcement related duties and any duties assigned by command staff.
  • Monitors all assigned training to insure completion of training by all officers.
  • Serves as liaison between education and Police Services.
  • Conducts initial training of new officers on Use of Force, reporting, and policy.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/12/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have at least one year of specialized experience equivalent to at least the next lower grade, GS-06, in the normal line of progression for the occupation. Qualifying specialized experience is: Training various sized groups in a traditional or nontraditional classroom setting; developing law enforcement lesson plans, designing complete programs of instruction, curriculum development, curriculum assessment, educational surveys, and maintaining accurate records of data, such as training requests or certifications; training and advising subordinates on law enforcement policies and procedures; providing instructions on the use of law enforcement equipment; taking statements from witnesses; writing a variety of reports; conducting investigations; preventing, resolving, and investigating simple infractions to violent crimes and felonies; making arrests and performing booking procedures; and issuing citations. (This experience must be reflected in your resume to be credited to your rating.).
As a condition of employment, applicants must also meet the ADDITIONAL REQUIREMENTS FOR POLICE OFFICER POSITIONS, as follows:
  • Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he/she is medically qualified to operate the appropriate motor vehicle safely. (THIS WILL BE VERIFIED IF INTERVIEWED).
  • VA Police Officers must be able to achieve and maintain mandatory firearm qualification/certification.
  • New VA Police Officers are required to attend a 10-week course at the VA Law Enforcement Training Center in Little Rock, Arkansas within 90 days of entry on duty.
  • A character investigation may be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government.
  • A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice.
  • Applicants and employees must have the capacity to perform the essential functions of the position without risk to themselves or others. Applicants and employees must possess emotional and mental stability. A psychological examination is required. In most instances, a specific medical condition or impairment will not automatically disqualify an applicant or employee. A medical condition or impairment is disqualifying only if the condition, for good medical reason, precludes assignment to or warrants restriction from the duties of the specific position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: This position routinely stands on feet to present classes and provide field training outside the facility. The position must maintain a high state of physical conditioning due to physical confrontations such as restraining patients when control of the patient is beyond the capabilities of the direct patient care staff. Position must be able to provide rapid response to all areas of the Medical Center and after arrival is able to apply the amount of force necessary to quell/control all disturbances; must subdue offenders who resist or try to assault the officer. The work requires, on a regular basis, considerable and strenuous physical exertion such as climbing multiple flights of stairs, lifting heavy objects, crouching or crawling in restricted areas during pursuit or search activities, defending self and others against physical attack, assisting with injured persons, running while answering alarms, disturbance calls, and walking or standing for prolonged periods of time. The nature of the duties requires the position to meet set physical and mental standards, to work in all extremes of weather, have good hand, eye coordination and to operate special vehicles in routine and emergency situations.
