This position is located in the Legal Division, Headquarters of the Federal Deposit Insurance Corporation and provides support in the areas of strategic planning and operations.

Responsibilities

This position assists the Senior Counsel, Strategic Planning and Operations Group (SPOG), in developing and implementing initiatives aimed at enhancing the Legal Division's (Legal) operation efficiency and effectiveness, as well as strategic planning, business continuity planning, succession planning, and knowledge management initiatives. At the full performance level, major duties include:
  • Prepares a variety of comprehensive status reports, management studies, and briefing papers that identify and/or provides recommendations/solutions to complex organizational problems.
  • Coordinates with the Legal Administration Unit to ensure accurate and timely reporting to senior FDIC management on milestones associated with corporate performance initiatives.
  • Assists Division leadership in the planning and carrying out of a wide range of analytical assignments to support strategic initiatives.
  • Participates and assists in the development of the Legal Division's strategic plan; including establishing the planning framework, reviewing mission and vision statements, and formulating broad goals for accomplishment.
  • Assists in development, implementation and oversight of the Division's succession planning efforts and workforce training program.
  • Assists in the management of the Legal Intern and Honors Attorney Programs.
  • Assists in the development, design, implementation, and evaluation of the Legal Division's knowledge management program. Coordinates with Legal Division employees, managers, and executives and Corporate University to initiate the development of training, communication or other efforts to support Legal goals and initiatives, and to assess the effectiveness of these efforts.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 11 grade level or above in the Federal service. Specialized experience is defined as experience performing program management duties. Candidates must have recurring responsibility for at least three of the six following program management duties: tracking progress of multiple projects, scheduling and organizing meetings for participants throughout the Division, utilizing and maintaining databases, producing reports using Microsoft Excel, managing websites or SharePoint sites, and participating in training events or outreach and recruitment efforts.

To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is defined as experience performing program management duties. Candidates must have recurring responsibility for at least four of the seven following program management duties: tracking progress of multiple projects, planning and conducting analytical studies, utilizing various methods for collecting data (interviews, databases, surveys, etc.), preparing briefings or written reports for managements use, managing websites or SharePoint sites, assisting in the development or delivery of training programs, and participating in outreach and recruitment efforts.

  • Knowledge of FDIC functions, practices and procedures, including examination of institutions, supervision, compliance, consumer protection and resolution activities, strategic program areas, and resource management practices to direct efforts, measure, and/or improve the efficiency of Legal Division operations, organizations, or functions.
  • Skill in adapting analytical techniques and evaluation criteria to measure, analyze, evaluate, and/or improve the efficiency of internal administrative operations, organizations, or management functions for the Division.
  • Ability to connect deliverables with business objectives and strategy, and define and clarify measurement objectives.
  • Knowledge of management policies, principles, and guidelines related to human resource management, equal opportunity and diversity, management development and labor/management relations.
  • Ability to apply knowledge management principles, concepts, practices, and policies to develop new training programs and communication strategies in collaboration with Corporate University and other Legal Division employees.
  • Ability to work across the organizational boundaries to collaborate with a wide range of stakeholders and establish effective working relationships to promote and accomplish goals and objectives in the areas of responsibilities.
