Summary

This position is located in the Office of Environment and Safety, and serves as the Manager of the Program Review and Analysis Staff (PRAS). The incumbent assists the Chief in performing policy oversight and review responsibilities with respect to BEP environment programs.

Responsibilities

As a Supervisory Program Analyst, you will:
  • Serve as the principal advisor on Program Review and Analysis for environmental, safety, and health matters to the Chief, OEHS, and senior management officials of the Bureau and directs all phases of such reviews and analyses.
  • Negotiate complex controversial issues with Bureau and OEHS managers and other external organizations such as the EMS/ISO representatives or Main Treasury. Plan, develop and manage program reviews and audits where guidelines do not cover extensive areas of operation which contain diverse hazardous occupational and environmental conditions. This includes special risk analyses, value assessments, and/or other assessments as related to OEHS and Bureau objectives.
  • Direct staff in the development of audits, reviews analyses and other procedures. Audits are designed to meet Generally Accepted Government Auditing Standards (GAGAS) and to assure compliance with OSHA, EPA and Executive Orders.
  • Initiate new approaches or redirection of management efforts to meet OEHS problems.
  • Plan, lead and participate in major studies, project, and programs for the identification of strategic environment, safety and health issues, and integrates efforts into the Bureau's overall long range strategic programs.
  • Assist in providing advice and information to Bureau executive management.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation will be required for all new hires. Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-14: You must have one year of experience at the GS-13 level, or equivalent in other public or private sectors, that demonstrates the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience for this position includes ALL of the following:
  • Experience with audits and program reviews ensuring Generally Accepted Government Auditing Standards (GAGAS) and to assure compliance with OSHA, EPA Executive Orders; AND
  • Experience planning, leading or participating in major studies, projects identifying root cause of non-conformance or noncompliance with regulations and policies; AND
  • Performing analysis and advising on strategic environment, safety, and health matters.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-14, you must have been at the GS-13 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:

- A one year probationary period may be required.
- A one year supervisory probationary period may be required.
- Public Trust - Background Investigation will be required.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
