The Associate Executive Director serves as the principal advisor to the Executive Director, Office of Construction and Facilities Management (CFM), providing policy oversight and program management for real property and leasehold services; and ensures creative,comprehensive and effective facilities acquisition management, asset repositioning and disposal processes and procedures nationwide. The Associate Executive Director maintains a high level of visibility as an active participant.

Responsibilities

The Associate Executive Director will oversee VA-wide strategy for acquisition, management, repositioning and disposal of VA real property and leasehold interests for Veterans Health Administration (VHA), National Cemetery Administration (NCA), and Veterans Benefits Administration (VBA). As an integral member of the top management team.

The responsibilities include, but are not limited to:

Provide executive leadership, direction, and operational support in accomplishing CFM's mission through the management of multiple programs that support VHA, VBA, NCA, and CFM.

Oversee policy development to ensure compliance with Federal guidelines concerned with real property and leasehold services. These complex policies cover the entire process from inception of a program, requirements development, execution, ongoing management and require exceptional knowledge of real property and leasehold services and the laws, principles, practices and regulations governing the programs which are needed to ensure organizational consistency in real property and leasehold services.

Ensure effective management of in-house efforts pertinent to the planning, approval design, and construction of design/build projects for major VA lease acquisition projects to ensure successful completion; and coordinate efforts of construction management, VA field activities , and private-sector personnel toward timely and successful accomplishment of the space procurement process, regardless of size or cost.

Oversee the acquisition, management, repositioning and disposal of real property as it relates to risk assessment (resource/staff, conflict of interest potential, and time constraints).

Oversee the management of multiple lease construction projects from inception to turnkey delivery of space; and conceive and recommend plans to accomplish both major and minor lease acquisition projects.

Oversee the establishment of alternatives and investment analysis, milestones, schedules, and funding requirements; ensure direction in studying real property considerations for establishment, relocation, or expansion of the facility; and formulates a delineated area to accommodate VA space needs and ensure sufficient competition for the acquisition process.

Oversee development for Operating Plans for real property leasing activities, including General Services Administration (GSA) Reimbursable Work Authorizations (RWA) for VHA;liaison to GSA Headquarters and field facility organizational elements on all issues concerning GSA rent bills and direct-lease disbursements; and input to VA's Lease Project Tracking (LPT) system for reporting active project status.

Oversee staff activities ensuring implementation of those policies while promoting effective management of the VA real property assets; and oversee development of white papers and briefings on policy changes that will adversely impact program activities; and ensure accuracy and compliance with objectives and guidelines of CFM.

Manage the resolution of conflicts in policy and program objectives and/or problems in very complex or controversial transactions involving extensive negotiations. Transactions require approval of the Secretary or appropriate
congressional committees due to the high-level visibility of VA real property and leasehold programs.

Qualifications

To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TQ1: In depth knowledge of Federal regulations and business processes related to the acquisition, management and disposal of real property and leasehold interests.

TQ2: The incumbent must possess knowledge and experience in the execution oversight of complex facility lease execution, asset investment analysis and land acquisition.

TQ3: The incumbent must possess experience in oversight of large dollar value and large square foot complex real estate transaction, lease execution, land acquisition or asset investment decisions and/or programs.
