Summary

This position is located in the Office of Justice Programs, Office of the Chief Financial Officer, Strategic Planning and Performance Division. The incumbent serves as an expert in analyzing programmatic performance data, performing data analytics, and advising OJP on improving program effectiveness. The incumbent will coordinate OJP performance management and strategic planning activities, and use quantitative and qualitative techniques to analyze performance data.

Responsibilities

Evaluates work processes and makes recommendations for effective organizational changes. Conducts fact-finding and investigations into effective and efficient ways of managing an organization's work functions. Reviews internal processes and procedures, making recommendations for improvements to promote efficiency, effectiveness, and cost savings.

Analyzes and evaluates the administrative aspects of substantive, mission-oriented programs administered by key organizations within the agency. Oversees aspects of programmatic performance management initiatives, including strategic planning and the use of advanced data analytics, performance dashboards and balanced scorecards (or similar techniques) to evaluate programs.

Evaluates and analyzes agency-wide programs, functions, and organizations to determine whether the programmatic performance management systems in current use efficiently accomplish the objectives sought, and if they do not, work to make changes in current processes to achieve the desired goals.

Analyzes management techniques, processes, and styles for improving organizational effectiveness. Recommends management approaches and work functions needing development and modification.

Qualifications

MINIMUM FEDERAL QUALIFICATIONS:

Grade 14:

Applicants must have one (1) year of specialized experience at or equivalent to at least the GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is defined as: Providing expert analytics and reporting as an organization expert in programmatic performance data analysis; providing expertise in strategic planning activities; developing agency standards, policies, procedures and instructions relative to programmatic performance management activities.

TECHNICAL QUALIFICATIONS
Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:

- Ability to analyze organizational and operational problems and develop solutions.
