Summary

The primary purpose of this position is to serve as the Fleet Manager, provide leadership, instruction, and supervision to subordinate employees assigned to the Hunter Holmes McGuire VAMC and to coordinate the vehicle operations and data submitted by various services within medical center and Community-Based Outpatient Clinics (CBOC's).

Responsibilities

Fleet vehicles (approximately 150 vehicles) are VA purchased, leased and donated vehicles for use, all services and their employees and CBOC employees, VISN employees, Central Office employees, contractors, Congressional teams, special guests/speakers, other agencies such as PVA, TJC as well as to provide transportation of patients and patients' families. Also has responsibility for managing all government vehicles located at the main Medical Center campus, all Community Based Outpatient Clinics (CBOC's) and Health Care Centers (HCC) located in various areas such as Charlottesville, Va., Fredericksburg, Va., Emporia, Va., and the Health Care Center (HCC).

Maintains cost efficient operations, ensuring maximum vehicle utilization and quality of service. Implements changes for cost and operational improvements. Determines when to dispose of used vehicles and equipment, and directs preparation of vehicles for turn-in.

Receives new vehicles and assigns to appropriate staff and centers. Recommends action to reduce total cost to Government in cases where agencies are operating VA owned vehicles and using GSA Fleet Management Center vehicles.

Incumbent advises on the goals of cost reduction, energy reduction and productivity improvement. Actively participates in agency reduction and productivity improvement. Actively participates in agency surveys and studies and serves as a team member in making analyses of current fleet operations and economic comparisons of GSA services.

As a Contracting Officer's Representative (COR), manages complex contract shuttle service with off-campus leased parking to ensure appropriate scheduling and coverage of staff needs are met.

Plans, directs and administers the complete maintenance program for standard and a variety of special purpose vehicles. Arranges for type and quantity of required vehicles. Administers contracts, ensuring adherence to all terms for the Fleet. Enters into service agreements for maintenance, fuel and related services with other Federal agencies when cost and other considerations indicate a benefit to the Government.

Responsible for ensuring that proper maintenance records are kept on all vehicles and pieces of equipment assigned to the Transportation Unit. Incumbent is responsible for the submission of monthly, quarterly, annual cost, and estimated cost reports on vehicles. Incumbent sets specifications and orders new replacement equipment.

Coordinates all maintenance requirements and directs station fleet management operations for the Hunter Holmes McGuire VAMC and remote sites. Inspects commercial sources for maintenance of vehicles operating locally and in areas remote from the facility. Is responsible for major and nonstandard vehicle modifications, vehicle wraps and all vehicle accident repairs and/or recommendations for uneconomical repair determinations.

Operates fleet according to overall fleet management policies, previous training and procedures set by the Medical Center, VA and GSA guidelines, and previous training and procedures established by higher organizational levels. Work is reviewed in terms of results. Resolves conflicts which arise, determines approach and establishes methodology.

Manages and operates a complex fleet of motor vehicles ranging from subcompact sedans and station wagons to heavy trucks, busses, and special purpose vehicles to support activities and components of the programs within the agency. Develops detailed programs for the service, storage and maintenance of the equipment and its usage.

Customer service/public relations are extremely complex due to the size, scope and complexity of the fleet operation. Coordination problems are difficult to resolve because of the diverse requirements and often conflicting needs of the many locations served. Due to the level of the agency, high level expertise is required in establishing and fulfilling needs economically and efficiently. The Fleet Manager must frequently resolve a wide variety of problems due to the fleet size, special equipment and emergency requirements. Incumbent maintains a file on Physical Fitness Inquiry for Motor Vehicle Operators and sends notice to employees when an update of his/her driver's permit is required.

Work is reviewed in the form of utilization rates, vehicle downtimes, costs, miles operated, trips completed and handling of agency problems. Annual on-site inspections by the VISN Fleet Manager provide a spot evaluation as to the managers' performance in the areas of cost control and quality of service.

Performs other directly related duties as assigned.

Work Schedule: Monday -Friday, 0730-1600 or 0800-1630. Must have the flexibility to work outside the normal tour of duty which may include weekends and holidays.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/05/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
