Summary

As the Deputy Chief Accountant you will serve as an expert advisor for the OCC on accounting and financial reporting for national banks and federal savings associations. Assist the Deputy Comptroller and Chief Accountant in interpreting, developing and implementing accounting policies for national banks and federal savings associations and executing the OCA Business Plan.

Responsibilities

As a Deputy Chief Accountant you will:

• Serve as an authoritative resource for accounting and financial reporting for national banks and federal savings associations, providing accounting counsel to examiners and other representatives of the OCC, representatives of the banking and thrift industry, and the accounting profession.
• Monitor the planning, research, and development of accounting standards to guide national banks and federal savings associations in appropriate accounting practices.
• Assist the Deputy Comptroller and Chief Accountant in interpreting, developing and implementing accounting policies for national banks and federal savings associations and executing the OCA Business Plan.
• Participate in interagency and industry meetings and working groups. Represent the OCC at industry conferences as a speaker, participant, or conference leader.
• Oversee the preparation of training materials for the OCC's continuing education programs and instruct at OCC national schools.
• Assist the Chief Accountant in formulating and articulating the vision, long and short-term goals, and objectives for the OCA's activities, ensuring that the OCA's plans support the OCC's mission and strategic plan.
• As a supervisor under FLRA, lead, motivate and develop a staff of employees. Monitor the progress of assignments and evaluates training/developmental needs.

Qualifications

You must meet the following requirements by the closing date of this announcement.

This position requires:

A. A degree in Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of Education and Experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:

1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or

2) A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. AND

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VI or GS-14 band level. Examples of specialized experience for this position include:

• Analyzing bank accounting practices (i.e. data, reports, processes or procedures) for compliance with applicable regulatory requirements; OR
• Formulating bank accounting policy and reporting standards

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Additional information

• Salary range includes 22.26% geographical pay.
• Total pay cannot exceed applicable pay cap, which is $270,300.00 for 2020.
