Summary

This position is located in the Caregiver Support Program (CSP) at the VA Medical Center. The incumbent serves as an Advanced Medical Support Assistant (MSA) and is responsible for support of the Program Manager and other assigned CSP staff.

Responsibilities

The Advanced MSA must possess comprehensive knowledge of the CSP. The Advanced MSA monitors and communicates work assignments to CSP team members, proactively resolves daily workplace issues and maintains efficient workflow. Assignments include, but are not limited to, assisting with coordinating establishment of CSP eligibility/enrollment of new Veterans/Caregivers; ensuring accurate and timely provision of initial assessment, reassessment and appeal documents to the VISN CSP Centralized Eligibility Team (CET) interdisciplinary staff; acting as the liaison between VISN CSP CET interdisciplinary staff and facility CSP staff regarding provision of additional information regarding and/or relaying outcomes of initial assessments, reassessments and appeals; independently developing CSP training materials, presentations and information packets for CSP staff use with Veterans/Caregivers, VA Medical Center staff and during community outreach events/presentations; developing Standard Operating Procedures (SOPs) and updating SOPs to reflect national and VISN changes to the CSP; orienting new CSP staff to the CSP data collection procedures, SOPs and the specialized computer systems used by the CSP (i.e. Caregiver Record Management Application--CARMA); tracking completion of required CSP specific training of new facility CSP staff; developing and managing centralized share drive folder(s) or share point for CSP data and information accessibility/sharing

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Grade Determinations: GS-6
    Specialized Experience: One year of experience equivalent to the GS-5 grade level. Demonstrated Knowledge, Skills, and Abilities (KSAs): Candidates must demonstrate all of the KSAs below:
  • Ability to collaborate and communicate with a wide range of medical clinicians across multiple disciplines (e.g. medical doctors, nurse practitioners, physician assistants, psychologists, psychiatrists, social workers, clinical pharmacists, and nursing staff) to accomplish team goal setting to ensure medical care to patients is met.
  • Ability to independently set priorities and organize work to meet deadlines, ensuring compliance with established processes, policies, and regulations.
  • Ability to communicate tactfully and effectively, electronically, by phone, in person, and in writing, with internal and external customers. This may include preparing reports in various formats and presenting data to various organizational levels, as well as resolving patient concerns.
  • Advanced knowledge of the technical health care process (including, but not limited to, scheduling across interdisciplinary coordinated care delivery and/or care in the community models and patient health care portals) as it relates to access to care.
  • Advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in the community operational activities that affect patient flow, and patient support care administrative functions to include, but not limited to appointment cycles, outside patient referrals, follow-up care, overbooking, provider availability, etc.
  • Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
