Responsibilities

  • Responsible for acquisition planning and management functions required to support a project with a mission of development, acquisition, testing, integration, production and fielding of management information systems to the Army world-wide.
  • Plans, develops and establishes the contractual strategy for the overall acquisition program for the organization.
  • Prepares and maintains current acquisition plans, appropriate milestone charts and related schedules.
  • Responsible for the execution of administrative and personnel management functions related to the accomplishment of the assigned mission.
  • Plans, organizes and directs the contractual efforts of assigned programs.

  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

About the Position: This NH-1101-04 position is located with Program Executive Office Enterprise Information Systems (PEO EIS) located in Fort Belvoir, Virginia.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience Required:
To qualify based on your experience, your resume must describe at least one year of specialized experience at the at NH-03 (GS-13 or equivalent) level in the Federal Service that includes: (1) Knowledge of federal contracting processes, procedures, policies and regulations, with emphasis on Small Business Administration programs; (2) Experience developing and executing information system/information technology contract strategies for an agency or organization (i.e. Army/DoD); (3) Experience managing, training and/or mentoring contracting or acquisition personnel; (4) Experience representing and briefing senior-level officials at executive forums.

Preferred Experience: Army/DoD experience as a Career Series 1102 warranted contracting officer working directly with or for an Army Contracting Command.

This position may be eligible for regular and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework. Supervisor approval will be required on a case-by-case basis.

  • The Supervisory Development Course (SDC) must be completed within one year of placement into the position. The Foundation Course (FC) is required for all supervisors and managers hired after 30 September 2006. The Basic Course (BC) must be completed within one year of placement into the position. The Intermediate Course (IC) must be completed within two years after placement into the position. The Advanced Course (AC) must be completed within two years after placement into the position.   • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III in the Acquisition Career Field- (C) Contracting within 24 months of entrance on duty.
  • This is a Critical Acquisition Position (CAP), Acquisition Corps membership is required prior to appointment to a CAP position unless a waiver is granted.
  • You will be required to undergo background investigation leading to the successful adjudication of eligibility for a Secret Security clearance. Derogatory information developed during the background investigation, such as a criminal history, could render the selectee ineligible for both the security clearance and continued employment in the position, if already appointed be approved if eligible under specific conditions.
