Summary

You will serve under the general supervision of the Director, Office of Consumer Information and will be responsible for developing and executing consumer information campaigns addressing a variety programs to reduce injuries and fatalities resulting from motor vehicle-related crashes. The individual develops marketing campaigns and consumer information programs that focus on both behavioral and vehicle safety issues.

Responsibilities

As a Marketing Specialist, you will:
  • Develop and execute marketing plans for national, multi-media, paid and social norming media campaigns related to behavioral or vehicle safety programs; work closely with the respective program offices to develop strategies and tactics to support marketing objectives, materials development, appropriate outreach initiatives, and applicable communication evaluation methodologies.
  • Conduct and analyze qualitative and quantitative consumer marketing research and analysis of messaging that effectively lead to the development of campaign materials and execution of appropriate and effective media plans.
  • Consult and provide technical assistance to States, communities, national organizations, and traffic safety professionals on communication strategies, campaigns, and tactics that support traffic safety marketing.
  • Manage and track budgets for several multi-million dollar contracts.

The ideal candidate must has demonstrated extensive, senior-level expertise and experience to lead, develop, and execute national consumer information campaigns independently and effectively. The candidate must demonstrate advanced marketing and advertising experience that demonstrates the ability to plan, implement, and analyze consumer market research, and develop and implement strategic advertising campaigns with paid media components. The candidate must demonstrate successfully management of multi-million dollar contracts. The candidate's résumé shall clearly present a portfolio that is comprehensive and supports extensive, senior-level expertise and experience as well as the independence in executing a national, multi-media million-dollar advertising campaigns.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience working with an advertising agency and public and private organizations.
  • Experience developing and executing national marketing and advertising campaigns.
  • Experience in planning, implementing, and analyzing consumer market research, and developing and implementing strategic marketing and advertising efforts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Demonstrated advanced expertise in developing and executing successful national marketing and advertising campaigns in an independent manner that showcase the ability to plan, implement, and analyze consumer market research, and develop and implement strategic marketing and advertising efforts.
  • Demonstrated expert project management skills - the ability to develop, manage, monitor, deliver, and complete projects on time, effectively, independently, and efficiently within budget with minimal supervision.
  • Demonstrated expertise in formulating, executing, and tracking multi-million dollar budgets and contracts with minimal supervision using proven financial management principles.
