NOTE: The primary purpose of this announcement is to fill the FOIA Officer position in Workplace Programs Section (AIR-961). However, additional selections may be made in other Divisions in Aircraft Certification Service (AIR).

Incumbent serves as a recognized subject-matter expert in a Freedom of Information Act (FOIA) program area and provides leadership for highly complex and challenging activities under the minimal direction of a Branch Manager.

Acts as a principal specialist to develop new and innovative approaches, methodologies and techniques, and as a team leader to define and direct challenging projects, programs and/or activities. Applies technical experience and expert knowledge to oversee and manage programs and projects in his/her purview.

Applies experience and expert knowledge applicable to FOIA to conduct functional activities for projects/programs, which often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues which often cross-organizational boundaries and impact on the accomplishment of strategic objectives.

Serves as the FOIA team lead and is responsible for oversight and coordination of team's work, leveraging the team's talent to bring efficiency, analysis, rigor, and transparency to achieve organizational goals. Provides guidance and assistance to staff and upper management in resolving issues at local and national level.

Formulates and recommends approaches in written reports to senior management, as well as ways to mitigate any noncompliance issues, and possibly providing a plan for corrective action.

As the team lead, the incumbent is responsible for coaching and mentoring staff on ways to ensure high quality
performance. Responsible for bringing together team's diverse group of individuals, ensuring increased cross functional training and ensuring a back-up system for all major functions.

SPECIALIZED PROGRAM AREA: The Freedom of Information Act (FOIA) Section provides guidance to AIR divisions when they receive Freedom of Information Act request. This section also provides coordination and oversight of AIR's record management and oversees Privacy Act and e-discovery actions.

Performs other duties as assigned.

To qualify for this position at the FV-J, FG/GS-14 levelyou must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is defined as: Experience leading project/programs defining and developing internal policies and procedures; and/or predicting potential issues and proposing preventative action; Experience managing and implementing components of a FOIA program; providing liaison and evaluation of FOIA policies and programs to component organizations and stakeholders in accordance with federal and state laws; proposing strategies to resolve problems and formulating proposals to meet future needs; evaluating the effectiveness and efficiency of the programs.
