Summary

This position leads the Branch of Habitat Restoration, under the Division of Natural Resources and Conservation Planning (Division), under the direction of the Division Chief and Assistant Director for the National Wildlife Refuge System (NWRS). The NWRS conserves, manages, and restores the Service's network of lands and waters, which consists of more than 560 national wildlife refuges, 38 wetland management districts, and 5 marine monuments, totaling over 800 million acres

Responsibilities

Duties include, but are not limited to, the following:

  • Manage public, private or other lands set aside for the conservation, management, restoration of fish, wildlife, and plant resources.
  • Provide long-range resource planning, program direction, coordination and evaluation of habitat management and related activities in a field office or similar environment.
  • Formulate and execute a complex budget with multiple funding sources, including reimbursable funds and agreements.
  • Build coalitions and strengthen partnerships with individuals and groups from various sectors, including states, non-profits, private landowners, and Federal agencies.
  • Draft and/or prepare natural resource management plans, endangered species recovery plans, environmental impact statements, environmental assessments, grant and research proposals, and documents related to the National Wildlife Refuge System Improvement Act or Fish and Wildlife Coordination Act.
  • Supervise a multidisciplinary staff of scientific, professional, technical, and administrative employees to achieve management objectives

Basic Education Requirement

Possess a Bachelors or higher degree from an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, OR

Possess a combination of education and experience--courses equivalent to a major, or at least 30 semester hours in courses in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, plus appropriate experience or additional education, OR

Possess four years experience that demonstrated knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Specialized Experience Requirement

Possess one year of specialized experience at or equivalent to the next lower grade level (GS-14); examples of qualifying specialized experience include: 1) supervising or leading a branch, field station, or team focused on the conservation of natural resources; 2) solving challenging issues related to conservation lands management, visitor services, outreach, or other natural resource programs; 3) serving as a land management/conservation organization representative in negotiating with diverse individuals or groups; 4) exercising direct responsibility for implementing policies, plans, standards or procedures to carry out fish and wildlife conservation; or 5) managing issues or conflicts involved in the planning, directing, or executing of short and long term activities in fish and wildlife conservation that affected a diverse group of customers.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures:

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FWS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
