AmeriCorps National Civilian Community Corps (NCCC) is a full-time, team based residential program for men and women ages 18 to 24. The program is designed to strengthen communities and develop leaders through direct, team-based national and community service. Corps members are assigned to one of 4 campuses located CO; CA; MS; and IA.

This position is located in the Department of the Chief Program Officer, Office of AmeriCorps NCCC in Washington, DC.

The Lead Financial Specialist provides day-to-day team guidance in the delivery of financial management and procurement support to the NCCC Regions. Develops and implements operational processes and procedures to ensure effective financial resource execution. Major responsibilities include:
  • Executes and monitors financial activities utilizing Agency financial systems. Generates a variety of comprehensive recurring and special finance related reports to ensure efficient use of funds.
  • Ensures proper financial, including COR, record maintenance.
  • Contributes to the strategic planning process by forecasting budgetary implications of proposed program initiatives.
  • Facilitates the creation and maintenance of a comprehensive set of Standard Operating Procedures covering all areas of financial services, including procurement, activities to ensure consistency and continuity.
  • Ensures adherence to Agency established finance related internal controls. Identifies internal control improvement opportunities and recommends changes.
  • Provides procurement guidance and support to NCCC staff members and Contract Officers Representatives (COR) to ensure compliance with contract provisions. Coordinates the acquisition and management of resources to include day-to-day financial activities and the procurement of equipment, supplies, services and goods for the NCCC program.
  • Assists in centralizing purchases and logistical planning of the acquisition of equipment, supplies, services and goods.
  • Supports the management of the NCCC procurement processes, to include the execution of the submission, award tracking, execution and close-out of contracts and for the approval, payment, reconciliation and tracking of government charge card purchases.
  • Manages the day-to-day execution of the NCCC Debit Card Program. Develops policy and guidance for the use of funds and monitors execution to ensure compliance.
  • Supports the travel of staff and members across Region through management of the travel process to include processing of requests, authorizations and vouchers, development and management of travel budgets, certification of funds and the reconciliation of statements.
  • Serves as the initial point of contact for the Office of Budget, Office of Accounting Operations, Field Financial Management Center, and the Office of Procurement Services.

Applicants must have one year of specialized experience (paid, unpaid, or volunteer work) comparable in scope and responsibility to, at least, the upper range of the NY-02 pay band, which would be at, or equivalent to, the GS-11 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience must include all of the following: 1) Work experience executing and monitoring an organization's financial resources to include financial resource/budget forecasting; 2) Federal budget experience; and 3) Experience requiring a working knowledge of Federal procurement and Contracting Officers Representative (COR) requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Education may not be substituted for specialized experience for this position.

This Term Appointment will initially be for a two-year period, but may be extended for a total of five years. Should the need arise, this position may be made permanent without further competition.

As an employee on a Term Appointment, you will not acquire competitive status and you will not be covered by the agency's Interchange Agreement with the Office of Personnel Management, which allows for noncompetitive transfer from CNCS to other agencies in the competitive service of the federal government.
