Summary
This position is located in the National Credit Union Administration (NCUA), Office of Examination and Insurance. This incumbent serves as the Director, Division of Policy and provides leadership and direction to the staff responsible for developing and maintaining agency examination and supervision related policies, manuals, and guidance, and administering the office's role in the development of rules and regulations.

Qualifications
You must have one full year of specialized experience equivalent to the next lower grade level in federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
All applicants applying for the CU-15 level must have at least one full year of specialized experience equivalent to the CU/GS-14 level obtained in the private or public sector.
Specialized experience for the CU-15 level of this position is defined as experience:
1. managing projects;
2. developing, on a national scale, communication plans on the subject of policy or regulations which impact an industry or agency; and
3. updating and providing governance on policies, regulations, standards, and business practices for depository financial institutions.

Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position.
SALARY: Pay will be set using NCUA's compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes a locality rate of 45.87% for the Alexandria, Virginia geographical area.
Non-Supervisory moving to Supervisory EXCEPTION: If you are a current NCUA non-supervisory employee and are selected for reassignment into a supervisory position, management will consider your current salary in relation to the duties and responsibilities of the new position. You may receive up to a 10% salary increase, not to exceed the National Pay Rate (NPR) of the pay grade.

Responsibilities
As a Director, Division of Policy, you will:
- Serve as the primary source of information to the E&I Office Director and expert on policy, manual, guidance, and rulemaking development processes.
- Advise office leadership of gaps in policy areas, conflicts with other policies, or other potential problems.
- Prepare authoritative information for credit unions and examiners in the form of written work products (such as manuals, letters to credit unions, guides, and other pronouncements).
- Develop regular processes and standards for appropriate coordination to enable efficiency, ensure appropriate levels of coordination, and avoid premature coordination or submission of substandard policies.
- Develop and implement methods to facilitate knowledge transfer, message formulation, audience analysis and communication of policy to the workforce, credit unions, and other stakeholders.
- Ensure the proper application of the framework, formats, content, and editorial standards for use in the preparation of Agency policy.
- Work with Office leadership to establish clear ownership and responsibility for policies.
- Periodically review existing policies, manuals, guides, and regulations for necessary updates.
- Review outgoing correspondence, memoranda, research papers, and other material related to the responsibilities of the office for incorporation in NCUA publications, manuals, and proposed regulations.
- Supervise subordinate staff including approving leave, enforcing agency personnel policies, standards and procedures, recommending awards and promotions, resolving employee grievances, developing employee position descriptions and performance standards, recording verbal warnings and recommending disciplinary actions where appropriate, and assisting in the preparation of training plans.
