Summary

Langley Research Center has vacancies for two experienced administrative or technical support specialists to support the Office of the Chief Information Officer (OCIO) in Hampton, VA. You will configure/manage the Contract Management System and onboard contracts, meeting with Contract Officers/Representative and Agency/Center Program Management (PMO) representatives to set up contracts in the system and design workflows for review, mediating between PMOs and the government.

Responsibilities

  • Analyze, design/develop, configure, and implement a contract management system compliant with regulations, policies and procedures that support OCIO requirements.
  • Define, document and maintain system development and implementation configurations. Identify system problems/issues and conduct feasibility studies to enhancement/modify the system.
  • Conduct long-range planning/analysis for the contract management system to determine growth and expansion needs and rapidly changing requirements, costs and benefits, and mission needs.
  • Provide technical advice and guidance to Contracting Officers (COs), Contracting Officer Representatives (CORs), and contractor representatives on the adoption and implementation of the contract management system.
  • Develop proposals to determine the most effective and efficient method for contract management to meet customer needs. Prepare project plans, including schedule and resource cost estimates and update involved stakeholders.
  • Work with other Agency points of contact to design and configuration workflows and software for contract management that meets OCIO strategic needs. Update senior management about system issues and schedule changes.

Qualifications

To qualify for the GS-13:

Applicant must have one year of specialized experience equivalent to the next lower grade (GS-12), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience includes providing support in the planning, directing, or coordination of engineering design, construction, or technical projects including conducting studies, evaluating technical reports, using these to prepare a final report with prioritized risks and associated projects to mitigate these risks.

To qualify for the GS-14:

Applicant must have one year of specialized experience equivalent to the next lower grade (GS-13), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience includes the application of a wide range of qualitative and quantitative methods supporting engineers in areas such as project management, technical analysis, resource analysis, risk analysis, integration of multi-disciplinary engineering functions, configuration management, and/or requirements definitions to the management of complex engineering design, construction, or technical projects. Managing key program or project events and milestones such as design, acquisition, and construction and defining the methods for evaluating major Agency program accomplishments against objectives.
