Summary

This position is located in the Antarctic Infrastructure and Logistics (AIL) Section of the Office of Polar Programs (OPP) within the Directorate for Geosciences (GEO) and is located in Alexandria, VA. The Antarctic Infrastructure and Logistics (AIL) Section is responsible for planning, budgeting, and overseeing the science support, infrastructure, operations, and logistics support for the U.S. Antarctic Program.

Responsibilities

The Business Manager provides day-to-day oversight of business operations for the AIL Section. The major duties of this position include 1) regularly evaluating existing business processes for clarity, quality, and continuous improvement; 2) ensuring processes are well-documented and in alignment with NSF policies and procedures and; 3) serving as the Audit Manager for the USAP. The employee works within a diverse section that is composed of program managers, Antarctic station managers, DoD liaison officers, contract personnel, polar coordination specialist, and support staff.

Major Duties and Responsibilities:

The Business Manager will be responsible for the following:

Developing and documenting all policies and procedures for effective and consistent business management of USAP, ensuring they are in alignment with NSF policies and procedures.

Serving as the Contracting Officer's Representative for the Antarctic Support Contractor (ASC).

Ensuring the completion of audit remediation activities for prior year NSF Office of Inspector General (OIG) audits.

Ensuring appropriate integration between the OPP financial oversight support contractor and the ASC in activities related to the financial statement audit.

Providing audit management for ongoing audits.

Reviewing reports in areas related to business processes and OIG audits to recommend corrective actions that are considered authoritative and serves an expert in the field.

May serve as a member of the Performance Evaluation Committee (PEC) for the principal USAP support contract.

Qualifications

To qualify at the GS-15 level, you must have at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience will include experience in business management, contract management, and/or auditing (financial management, contract management, and auditing in a Federal environment). Examples of specialized experience include developing annual and long-range budget plans; managing, evaluating Federal business operations, including financial management, property accountability; managing contracts and inter-agency agreements, including experience serving as a Contracting Officers Representative and evaluating contractor performance.

SPECIAL CONDITIONS:

The person selected to fill this position must pass the physical examination and medical screening required for travel to the Polar Regions.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles. Based on your responses to the occupational questionnaire, you will be assigned a score. Your score will determine in which of three categories you will be placed: Excellent, Very Good, or Good. Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.

Veterans with service-connected disability of 10% or more will be placed at the top of the highest quality category.
