Summary

The incumbent serves as a performance auditor (Team Lead) of the OIG for programmatic issues that require examination by a professional. Performs routine or limitedquick response audits, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up. This position is placed in the Office of the Inspector General.

Responsibilities

As a AUDITOR (TEAM LEAD) you will be responsible for the following duties:
  • Perform audits of internal departments to review and appraise systems, operations, financial activities, and compliance to safeguard assets, enhance the control environment, ensure compliance with applicable laws and guidelines, and increase productivity.
  • Perform audits using appropriate audit techniques, analyzes data to support findings, and develops recommendations to correct deficiencies; prepares comprehensive audit work papers documenting audit work performed.
  • Determine internal audit scope and designs risk-based audit programs.
  • Demonstrate skill and ability in reviewing the suitability of internal control design, identifying areas of weakness and designing compensating controls and process improvements.
  • Discuss audit findings with responsible organizational elements, technical representatives and others to develop constructive final report; prepares a comprehensive final report summarizing the audit results.
  • Meet with top management officials to present audit findings, explain the significance of conclusions, and justify recommendations. Assists in obtaining written responses to recommendations from management officials and follows-up with management officials to ensure corrections are made in a timely manner.

Qualifications

In accordance with the Individual Occupational Requirements for this series, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0500/auditing-series-0511/ , to qualify for this position you must possess one of the following basic requirement 11/02/2020

(A) Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

(B) Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

The competencies and specialized experience needed to perform the duties of the position are described below.
Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position by 11/02/2020. Qualifying experience may have been acquired in any public or private sector job, and will typically be demonstrated by working at, or immediately below the level of the job being advertised, for a year or more. The previous work experience must clearly demonstrate the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is:
  • Expert knowledge of accounting, auditing and other management-related systems and their interrelationships. Possesses a broad-based knowledge of the requirements of associated multiple application areas (e.g., NISPOM, Personnel Security, Suitability, Credentialing, and Adjudication). This would also include an in-depth knowledge of the organization, missions and functions of the DoD and its support structures. Extensive knowledge of analytical and evaluative methods and management techniques in order to audit data inputs; plan, organize, conduct and/or direct complex analyses with undefined scopes; and ultimately develop detailed, functional user requirements. Good communication skills in order to interact with high-ranking officials to settle controversial issues regarding DCSA programs.

Specifically you will be evaluated on the following competencies:

1. Auditing Planning and Management
  • Develop and/or evaluate audit programs to ensure an appropriate risk-based audit approach, monitor audit progress and review working papers and audit reports to ensure audits are properly documented and accomplished in accordance with Generally Accepted Government Auditing Standards (GAGAS) and Generally Accepted Auditing Standards (GAAS) or other applicable guidance.
2. Audit Reporting
  • Analyze, reconcile and prepare audit information to produce required audit reports, statements and other documentation in accordance with Generally Accepted Government Auditing Standards (GAGAS) or Generally Accepted Auditing Standards (GAAS).
3. Customer Service
  • Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
4. Leadership
  • Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
5. Problem Solving

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
