Summary

About the Position: The Installation Systems Associate Technical Director (IS-ATD), Construction Engineering Research Laboratory (CERL), U.S. Army Engineer Research and Development Center (ERDC) supports the Strategic Support Area Readiness Technical Director (SSAR-TD) on all installation asset management, facility lifecycle management and future installations research, development and support activities.

Responsibilities

  • Responsible for developing, planning and executing a multidisciplinary research program, and providing technical support and technology transfer that develops capabilities addressing the Army?s installation operations capability gaps.
  • Conceives, develops and markets transformational solutions that enable installations to fulfill all mandates utilizing advanced technology for installation planning, operations, mission assurance, sustainability, and life cycle cost effectiveness.
  • Support development of technical solutions to achieve cost reductions in facility life cycle process (infrastructure planning, assessment, design, construction, revitalization, sustainment, and disposal) and the supporting installation operations.
  • Supports ERDC efforts to conduct research, develop products, transition solutions, field technologies, provide technical support, and operationalize and sustain R/D products.
  • Engaged in technology readiness levels from basic research to test, launch, and operations; managing technology development, transition, adoption, and operations.
  • Research and development domains include both existing installation operations, evolving installation requirements and future installation concepts.
  • Research and development domains include but are not limited to water use security, installation analytics, infrastructure readiness, power and energy resilience, and advanced compliance tools.
  • Engages with customers and stakeholders across echelons and organizations to conduct research and deliver solutions to include operational awareness, business intelligence and analytics, and proactive planning.
  • Leads efforts to secure proponent funding for life-cycle technology development and infusion plans.
  • Coordinates research program activities with other Army labs, DoD, and other Federal agencies. Liaisons with ERDC?s Technical Directors, Associate Technical Directors and Program Managers.
  • Participates in DoD/Army/Corps/Academic/industry forums related to installation strategic planning, long term requirements and research planning, and shares outcomes from these forums with appropriate ERDC staff.

Specialized experience: One year of specialized experience which includes experience in the following areas: planning, programing, budgeting, and executing multidisciplinary research and development programs to conduct technical investigations and develop new technologies; scheduling, budgeting, resourcing, and execution on studies of systems and processes related to the physical and mathematical sciences underlying professional engineering and have both theoretical and practical techniques in engineering research; and ensuring that the organization has world-class people trained, developed, and equipped with top-notch physical assets and facilities to effectively and efficiently execute the mission. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service DB-02 (GS-11).

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project and this pay band includes the General Schedule grade equivalent to the GS-12/14.

In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume.
