The Management and Program Analyst will provide support services to contribute to the mission of the U. S. Agency for International Development (USAID). The primary objective of the task order is to provide services and deliverables through the performance of a Management and Program Analyst.

Duties and Responsibilities:

The Management and Program Analyst will provide management analysis and monitoring and reporting services to M/OAA and MOC Subcommittee for Effective Partnering and Procurement Reform (EPPR). EPPR Implementation reporting to the Acting Director of M/OAA and taking day to-day technical direction from the Deputy Directors of M/OAA and Special Advisors.

The Management and Program Analyst will assist M/OAA and MOC Subcommittee for EPPR Implementation with its management activities. By its nature it requires versatile skill sets to take on many tasks. Specifically, the Management and Program Analyst will support the following functions:
  • Assist and participate in analyzing program performance data to identify trends, issues, problems
  • Assist senior specialists in conducting special studies or research projects related to specific program goals and issues
  • Support planning, developing and conducting internal review studies of

related line functions and/or programs with technically complex characteristics
  • Plan, schedule and conduct analysis of project operations, procedures, and organizational structures, identify problems or deficiencies and recommend ways to improve the effectiveness and efficiency of program operations
  • Produce and/or present information and findings in a variety of formats (e.g. articles, papers, studies, briefings, other media, etc.).
  • Independently perform administrative management functions that service and/or fulfill several organizational requirements.
  • Apply existing and new policies, provide advice on requirements, maintain databases that reflect the fulfillment and/or status of administrative requirements and/or systems, prepare administrative paperwork, and maintain an awareness of the status of the organization's personnel actions.
  • Draft correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues.
  • Provide advice and guidance to managers and employees on questions and situations related to the administrative services provided.
  • Establish and maintain effective working relationships with agency staff, headquarters staff, state and local officials, and/or private industry individuals.
  • Follow guidelines and procedures to develop communications plans in support of an organizational program and review them for impact and effectiveness.
  • Plan and conduct public meetings, briefings, and other activities in support of a program.
  • Coordinate the development and release of information in substantive program areas, such as press releases, fact sheets, newsletters, or other briefing materials. Other Performance Management Tasks as assigned.
  • Design and maintain activity tracking mechanisms for use by MOC Subcommittee for EPPR Implementation internal operations.
  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
  • Bachelor's Degree in Business or a related field and 3 years of specialized experience, assisting in:
  • Reviewing, analyzing and evaluating various operational management program plans, policies, directives, procedures, systems, etc. to assess organizational impact
  • Applying analytical and evaluative methods to measure quality and efficiency to promote improvements to agency programs
  • Preparing various reports and information on metrics and trends for various programs
  • Master's Degree and 1 years of specialized experience preferred
  • Project Management skills required including knowledge of Project Management Software required.

Knowledge, Skills and Abilities:
  • Ability to obtain a Secret clearance (or already have an active Secret clearance)
  • Experience in international development or humanitarian work and/or knowledge of USAID operations and policy desirable though not required.

  • While performing the duties of this Job, the employee is regularly required to sit and talk or hear. Specific vision abilities required by this job include close vision.

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
