Summary

This announcement is open to current Career or Career-Conditional OPM employees.

As a Administrative Officer at the GS-0341-11/12/13, you will be part of Healthcare and Insurance, Office of Personnel Management. If selected, you will assist in managing and resolving complex administrative problems and issues, and advising on and implementing changes in organizational structure and program administration.

Responsibilities

  • Participate in budget reviews to ensure human capital needs are addressed within Healthcare and Insurance?s resource allocation levels.
  • Lead administrative task forces or work groups to examine special issues or resolve problems related to major duties.
  • Coordinate discovery activities with appropriate staff which includes conducting analyses on collected information, developing and defending recommendations, writing reports and standard operating procedures, and briefing appropriate officials.
  • Procure and monitor purchases of products and services related to conference logistics, employee development, and the availability of office automation and supplies across the entire division.
  • Devise solutions to improve the management of human capital and other resources.
  • Attend confidential meetings with senior level managers, maintain confidentiality on any advance, pre- or post-meeting decisional information, and contribute ideas from their work portfolio to accomplish the division?s mission.

Qualifications

To qualify for the grade GS-11, you must meet one of the following:

A. Have at least one year of experience equivalent to the GS-9 level in the Federal Service that included providing advice to management or employees on implementation of new policies or processes related to personnel and human capital planning; proper processing of personnel actions; responding to inquiries regarding labor and employee relations; and submitting requests for purchase of products, services, office automation equipment or supplies.
OR
B. Successful completion of a Doctorate of Philosophy (Ph.D.) or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education (54 semester units or equivalent) leading to a Ph.D. in a field that provided the knowledge, skills, and abilities necessary to perform this work. A copy of your transcripts must be included with your application to support this claim.
OR
C. Have a combination of graduate education and specialized experience as described in "A" and "B" above. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3rds. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the percentages together. The total must equal at least 100 percent to qualify. NOTE: Only graduate education in excess of the first two years, beyond the Master's level, may be used to qualify for the GS-11 level. You must include copies of your transcripts (official or unofficial) with your application to support this claim.

To qualify for the grade GS-12, you must have at least one year of experience equivalent to the GS-11 level in the Federal Service that included serving as point of contact on implementation of new policies or processes affecting personnel and human capital planning; processing personnel actions; reviewing labor or employee relations issues to determine appropriate action; monitoring purchases of products and services for compliance and available funding; and monitoring inventories or available sources of office automation and supplies for the division.

To qualify for the grade GS-13, you must have at least one year of experience equivalent to the GS-12 level in the Federal Service that included making strategic decisions, as well as implementing policy and processes, in the areas of personnel and human capital planning; processing personnel actions; advising leadership and employees on labor and employee relations; planning, procuring and monitoring purchases of products and services; and ensuring the availability of office automation and supplies across the entire division.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

TRANSCRIPTS: To qualify based on education, you must submit a legible copy of unofficial or official transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), type of degree awarded (if applicable) and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you can begin work.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
