Summary

This position is located in the Architect of the Capitol (AOC), Office of Safety, Fire and Environmental Programs (SFEP). The purpose of the position is to provide training programs in safety, fire and environmental and occupational health to the AOC. Will serve as the safety, fire and environmental training program manager. Will independently manage the SFEP training program and provide the jurisdictions similar instruction that aligns with applicable AOC policy and external requirements.

Responsibilities

The selectee will be expected to provide and coordinate training that is also scheduled for the night shifts and also on weekends. Tour of duty may be other than Monday through Friday to provide all shifts the required safety, fire and environmental training.

Training Program Formulation
  • Researches, analyzes, develops, implements and evaluates safety, fire and environmental educational and accident prevention programs. Utilizes an extensive practical knowledge of safety, fire and environmental procedures, policies, regulations and consensus standards to develop instructional programs that affect attitudinal development and modifications of behavior for the purpose of training AOC personnel in safe job performance and conservation of resources.
  • Serves as the safety, fire and environmental education consultant to the AOC and the safety, fire and environmental personnel of the AOC. Keeps abreast of the latest developments in safety, fire and environmental procedures, policies, regulations, consensus standards and educational techniques.
  • Collects safety, fire and environmental data and information using methods such as surveys, questionnaires and computer assisted data acquisition to identify safety, fire and environmental causal factors. Analyzes and validates causal factors and identifies corrective measures through computer assisted research analysis and other methods to determine the applicability of educational countermeasures.
  • Ensures that the organization's strategic plan, mission, vision and values are communicated to the participants and integrated into the strategies, goals, objectives, work plans and work products and services.

Training Course Development and Instruction
  • Uses the latest management techniques to develop safety, fire and environmental educational and prevention programs which can be effectively used in all organizations. New and unique training programs are designed with special emphasis on utilization of the proper media or combination of media to effectively attain program objectives to a wide variety of audiences. Develops a comprehensive implementation plan for these programs which includes orientation and instruction for AOC safety, fire and environmental personnel to ensure effective attainment of program objectives.
  • Provides hazardous waste, job hazard, occupational safety and health, silica, lead and asbestos awareness, fire extinguisher, forklift operator safety, hearing conservation, personal protective equipment and all other relevant safety, fire and environmental training.

Training Course Evaluation
  • Evaluates course assessment procedures. Investigates new concepts and innovations applicable to evaluation efforts and to specific training and authorizes for application to such training. Plans and conducts studies that evaluate and predict program achievements and staff performance and prepares interpretations of results and recommendations. Evaluates the effectiveness of the application of a wide variety of education/training principles to complex training problems. Develops statistical data for reports and provides recommendations for review and use by management.
  • Researches, analyzes and evaluates usability of training scenarios and emerging operational courses for inclusion in existing safety, fire and environmental programs of instruction to improve, enhance or replace current methodologies.
  • Resolves controversial, unconventional or novel problems. Develops safety, fire and environmental training objectives and plans to best utilize existing commercial off-the-shelf products including industry developmental initiatives. Develops training materials for courses in safety, fire and environmental fields.

Organizational Liaison
  • Establishes and maintains contact with other safety, fire and environmental professionals within federal and civilian agencies to identify, define, develop and pursue common safety, fire and environmental educational concepts and doctrine and to exchange the latest technical knowledge.
  • Maintains a liaison and positive working relationship with the AOC's Training and Employee Development Branch. Works with the training branch and identifies complex program issues or problems in programs of small scope that are related to training administration and delivery.
  • Represents the AOC at conferences, workshops and meetings on safety, fire and environmental educational matters. Makes staff visits to determine educational requirements, evaluates program effectiveness and provides assistance to safety, fire and environmental personnel in the development and implementation of local programs.
  • Is responsible for utilizing a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations. Provides or receives training, either on the job or through classroom training, to ensure that required Personal Protective Equipment (PPE) is utilized.

Specialized experience for the GS-13 includes one year of specialized experience at least equivalent to the GS-12. Examples of specialized experience are defined as the following: (1) Applying knowledge of safety, fire and environmental and occupational health principles in developing and conducting training; (2) Performing research, design and development of exercise materials, including realistic scenarios, exercise plans, evaluation plans and after action reports; (3) Serving as lead for an organization's safety, fire and environmental educational education or training program; and (4) Liaison with safety, fire and environmental professionals to identify, develop and pursue common safety, fire and environmental educational concepts and doctrine and to exchange the latest technical knowledge.
