Responsibilities

As a Training Administrator (Instructor-Employee Development & Training) you will be responsible for the following duties:
  • Manage and administer the DCSA agency-wide New Employee Experience 2-week resident orientation and onboarding program supporting in-person and virtual training for all new personnel.
  • Execute the analysis, design, development, implementation, and evaluation (ADDIE) or similar instructional design process methodology in support of delivering, administering, and managing all elements of an agency level New Employee Experience and onboarding program, and other HCMO sponsored employee and leader development programs as appropriate.
  • Coordinate systems and processes for delivery of New Employee Experience including resources, timing, and travel and student support activities.
  • Serve as the senior instructor and facilitator for the agency New Employee Experience onboarding program and assist in the instruction & facilitation of other HCMO sponsored employee and leader development programs as appropriate.
  • Lead, direct, or assist in approaches in measuring and evaluating effectiveness and efficiency of New Employee Experience orientation and onboarding program as a learning experience.
  • Integrate evaluative information from multiple sources and present briefs, papers, studies, etc. that support decisions, actions, and strategies
  • Serve as technical expert and advisor on Department and Agency level employee development onboarding programs, associated policy, and program operations.
  • Provide expert technical advice to senior management officials, supervisors, managers, human resource specialists, training and development specialists and others as appropriate on enterprise-wide New Employee Experience orientation and onboarding programs and activities based on proven and valid structured, documented evaluations and assessments.

Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

Specialized Experience : Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position by 10/26/2020. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

In addition to the basic (Individual Occupational) requirements, described above, you must also meet the following specialized experience requirements:
  • Experience administering and managing new employee onboarding programs or other learning programs with minimal guidance or supervision.
  • Experience as senior instructor or facilitator for in-person and virtual training.
  • Experience developing and delivering virtual instruction using delivery systems such as Adobe Connect, Blackboard Collaborate, Canvas Studio, MS Teams, or Moodle.
  • Experience developing and administering learning programs using ADDIE (Analysis, Design, Development, Implementation, and Evaluation) or similar methodology.

Specifically you will be evaluated on the following competencies:
  • Instructional Design; Design and select training and educational methods and strategies for targeted competencies. Sequence instructional components for application in new or existing learning programs to satisfy programmatic requirements.
  • Education / Training Program Administration; Organize, plan, and coordinate the functions, provisions, schedules, and administrative activities, which are required to conduct education and training programs. Manage the organization, operation, and resources to facilitate instruction and future planning.
  • Instructional Delivery and Learner Development; Deliver, provide, and monitor training and education for individuals and groups within learning environments. Tailor and adapt instruction to ensure learners' needs are met and learning outcomes are achieved. (Learning and Program Evaluation) Assess the learning outcomes, design, and effectiveness of curricula and training programs, using internal and external assessment methods and tools, to ensure quality and degree of implementation, and to inform instructional decisions.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects.
