The Defense Civilian Personnel Advisory Services (DCPAS) mission is to be the enterprise leader in the development and delivery of civilian personnel policies and HR solutions that strengthen mission readiness. DCPAS Is responsible for developing and delivering civilian personnel policies and human resources solutions to strengthen the Department of Defense (DoD) civilian workforce's mission readiness and enhance all aspects of the total civilian lifecycle.

Responsibilities

As a ACQUISITION AND FINANCIAL MGT SPECIALIST at the GS-1101-14 some of your typical work assignments may include:
  • Serving as a Senior Acquisition and Financial Resource Management Specialist for the Defense Civilian Personnel Advisory Service (DCPAS), Management Support Directorate (MSD).
  • Developing procedures to ensure timely requirements development, tracking contract funding execution and analyzing program and project schedules.
  • Developing acquisition strategies and effectively managing software, maintenance and contractor personnel support contracts using comprehensive knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS).
  • Developing methodologies for the analysis of contract requirements, tracking progress of awards against Procurement Acquisition Lead Times (PALT), and recommending alternative approaches to types of acquisition vehicles available within the Federal Government.
  • Developing, monitoring, and reporting organizational performance metrics that inform senior leaders on the health of the acquisition and financial resource profile and to enable proactive decision making.
  • Providing authoritative financial resource management advice and guidance to leadership and functional subject area experts on contractual financial planning, programming, budgeting and execution process, fiscal policy and law.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Providing acquisition and contracting advice and guidance to leadership on the Plan, Program, Budgeting and Execution (PPBE) of an annual budget and oversight of contractual matters based on an expert knowledge of acquisition regulations & policy.
  • Applying qualitative and quantitative techniques for analyzing and measuring the effectiveness and efficiency of contractual programs meeting established goals and objectives.
  • Developing acquisition strategies and effectively managing software, maintenance and contractor personnel support contracts using comprehensive knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

ACQUISITION POSITION: This position is designated as an Acquisition Position, subject to the provisions of the Defense Acquisition Workforce Improvement Act and associated DoD and DCPAS policies and guidelines


This position also requires LEVEL III FM Certification. In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program," this position requires a Level 3 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If he or she is not already certified at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26.
