Summary

As a Program Analyst, you will serves as a senior program analyst to top regional management, and is responsible for providing expert analysis on a variety of subject matter, and for initiating and/or leading projects involving the evaluation of regional programs/operations.

Location of position: Washington, DC and/or Auburn, WA

Responsibilities

This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC). The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS's professional services, human capital services, and charge card management programs and contracts. This position will perform the following duties:
  • Provides managers with objectively based information for making decisions on the administrative and programmatic aspects of program operations and management.
  • Plans and/or directs complex projects requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action.
  • Prepares and/or conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation.
  • Makes recommendations for the development or modification of program objectives and resource utilization to achieve the established goals, and to improve the performance of operating programs.
  • Conducts complex analytical studies that are of special interest to specific functional activities or programs. Reviews, evaluates and monitors the progress of regional *or central office program areas in accomplishing Agency wide objectives by appraising performance, progress, program status and trends against approved objectives and program goals and schedules.

If selected, you must meet the following conditions:

  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-13 salary range starts at $99,941.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

SPECIALIZED EXPERIENCE:

Specialized experience is experience analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs such as acquisition programs. This experience must include conducting studies, analyzing findings and making recommendations on substantive programs; identifying or developing metrics to measure success of initiatives, and using quantitative and qualitative data to determine if success has been met.

  • Expert knowledge of qualitative and quantitative techniques to analyze the effectiveness and efficiency of assigned programs, specifically management objectives and issues relevant to organizational goals.
  • Skill in identifying actual or potential problem areas, trends, significant program accomplishments, areas of imbalance, or other similar factors in the widely diversified programs studied to measure/evaluate
  • Ability to present findings and conduct formal meetings in a concise and professional manner.
