Summary

This position is located in the Division of Risk Management Supervision of the Federal Deposit Insurance Corporation and responsible for providing support in all pertinent matters relating to capital market risk management and regulatory capital requirements in financial institutions.

Responsibilities

Serves as project leader in the development of agency and/or interagency policy, procedures, regulations and supervisory guidance.

Develops capital regulations and interpretations governing capital markets related trading and derivatives activities.

Evaluates complex securities and develops recommended actions for purposes of safety and soundness.

Performs financial and economic analyses to identify sources of capital markets risk in financial institution that must be measured and/or monitored by the regulatory agencies.

Keeps abreast of trends and developments in the field of finance, economics and law related to financial institutions.

Keeps abreast of trends and developments in portfolio management and trading strategies utilized by financial institutions.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify for the CG-14: Applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as experience performing complex financial or economic analyses related to capital markets risk associated innovative financial instruments or assisting in the development of, or compliance with, regulatory proposals or interpretations that govern regulatory capital and/or capital markets activities.

To qualify for the CG-15: Applicants must have completed at least one year of specialized experience equivalent to at least the 14 grade level or above in the Federal service. Specialized experience is defined as experience performing complex financial or economic analyses to identify sources of capital markets risk associated innovative financial instruments or taking a leadership role in the development of, or compliance with, regulatory proposals or interpretations that govern regulatory capital and/or capital markets activities.

You will be evaluated for this job based on how well you meet the qualifications above.

If you are found qualified, you will be placed in one of three categories: Best Qualified, Highly Qualified, or Qualified. These category assignments are a measure of the degree in which your background and responses to the assessment questions match the competencies/knowledge, skills, and abilities (KSAs) listed below. Within these categories, candidates eligible for veterans' preference will receive selection priority over non-veterans.

1. Knowledge of economic principles, regulatory and economic capital requirements of bank and/or other financial services firms.

2. Knowledge of complex financial instruments and their use in financial institutions including, but not limited to Collateralized Debt Obligations, Collateralized Mortgage Obligations, interest only and principal only stripped mortgage backed securities, hybrid capital instruments, real estate investment conduits, structured notes and other on-balance sheet instruments.

3. Ability to communicate in writing, with senior management, financial institution executives and/or examiners.

4. Ability to communicate orally, with senior management, financial institution executives and/or examiners.

5. Knowledge of policy, examination guidance and interagency regulatory capital and capital markets related regulations.
