This position is located in the ACIO Cyber Security, DAS Information System and CIO, Assistant Secretary for Management/CFO, Departmental Offices, Department of the Treasury. The overall mission of cybersecurity at Treasury is to assure the appropriate protection of cyber information, services, and assets.

Responsibilities

As an Information Technology Specialist, you will:
  • Work with the stakeholders, both internal and external, to define requirements that are compliant with general federal laws, Department of Treasury IT policies and standards, Government Accountability Office (GAO), Office of Management and Budget (OMB), Congressional, and Executive Office directives and regulations on computer security and other legislative mandates.
  • Work with the GSOC staff to define a solution to the requirements that can be implemented within or accommodated with an evolution of the GSOC architecture.
  • Asses potential impact on existing program requirements including vulnerability reporting criteria. Evaluate the feasibility of implementing new developments to enhance systems security and reliability. Develop, recommend, and implement approved security contingency plans, incident response plans, and disaster recovery procedures.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
  • Experience working with software developers to facilitate the proper design and implementation of new capabilities and software; and ensure to a seamless software experience for customers; AND
  • Experience managing the day to day of the DevSecOps team through an ongoing evolution and improvement; AND
  • Experience working closely with other technical team members and departments to recommend solutions and resolve priority issues in a timely manner; AND
  • Analyzing the needs and software requirements to determine feasibility of design within time, cost and performance constraints.; AND
  • Experience building and improving existing data architectures, extending pipelines in order to deliver new insights to GSOC staff while continuing to and refine our overall platform strategy and architecture.

In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

How You Will Be Evaluated

Rating: There will be a two-phase rating process

Phase 1: Your application will be initially evaluated in the following areas: Specialized experience, technical, and analytical.

Phase 2: Your responses to the following ranking factors will be assessed by a Subject Matter Expert (SME) to determine your level of proficiency. Please make sure the following is reflected in your resume :

Ranking Factor 1. Experience leading the daily coordination of complex technical projects dealing with cybersecurity data enrichment and integrity, while being responsible for the software/system design and specifications, implementation, integration, testing and documentation. Oversee and provide technical and administrative expertise to software development and capability improvement projects. Responsible for software/system design and specifications, system implementation and integration, and testing.

Ranking Factor 2. Strong ability to analyze functional needs and drive the design for positive business outcomes; recommend solutions that are aligned with business / IT strategies. Oversee development and review development solution/code developed by DevOps team. Provide technical lead role in designing, refactoring and implementing critical applications and services & performance improvements. Assess tradeoffs between picking off-the-shelf software (proprietary or Open Source) vs. building custom application in house, be able to clearly communicate the rationale behind that decision, and help drive execution of delivering on business needs with either approach. Analyze needs and software requirements to determine feasibility of design within time, cost and performance constraints

Ranking Factor 3. Oral and written communication skills evidenced by the ability to deliver clear, concise, and accurate written and verbal factual and analytical presentations to a variety of audiences.

Ranking Factors 4 & 5. These are narrative questions asked which represent the following competencies: Process improvement and customer service.
