Responsibilities

  • Maintain dialogue with FDA personnel and management to monitor and track the workload which impacts the formulation of Agency regulations and non-regulations.
  • Interpret, promulgate, and enforce Agency regulations regarding FDA administrative rulemaking.
  • Provide access to Agency dockets and documents via Federal Dockets Management System (FDA Personnel) and Requlations.gov (Public).
  • Provide leadership and managerial direction to the staff which are divided into two teams within DMS in the planning and conduct of varied functions, including establishing and ensuring accurate execution of rulemaking procedures.
  • Responsible for expertly assessing problems arising from non-compliance with regulations and initiating management studies to address problems and recommend solutions.
  • Manage a wide variety of DMS projects as the Project Manager with responsibilities involving, but not limited to IT, HR, and marketing, overseeing and leading from ideation through completion (planning, establishing, reviewing).
  • Provide subject matter expertise on administrative programs to the DMS Director.
  • Present recommendations based on outcome of study conducted to DMS Director, Executive Officers, and the Commissioner.

Qualifications

The position of Supervisory Administrative Proceedings Officer falls within the 0301 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 11/02/2020.

MINIMUM QUALIFICATION REQUIREMENT

Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.


You must have one year of specialized experience that is equivalent to at least the GS-13 grade level in the Federal service which includes studying docket management activities of an organization; devising methods to ensure information is managed through computer applications with available internet access; and serving as a group leader to guide individuals tasked with projects to improve the efficiency of administrative operations for a segment of an organization.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
