The Director for Office of Intelligence is responsible for implementing and supporting intelligence and related security programs that have a major impact on the overall operations of the Department of Commerce.

Responsibilities

The Director for the Office of Intelligence plays a major role in the oversight of the Department's intelligence support functions. Responsibilities include:
  • Oversees Department-wide threat analysis, cyber, physical and counterintelligence initiatives to ensure proper protections against mission critical threats.
  • Assists with a coordinated effort to strengthen integrated efforts across the Department and bureaus to correlate complex technical analysis and interpret all-source intelligence to include cybersecurity threat and compliance concerns generally associated with information and communications technology services supply chain transactions.
  • Oversees intelligence analyst staff that provide timely, accurate, and focused intelligence support on the full range of political, economic, scientific, technological, and security issues.
  • Establishes policies and procedures for providing intelligence support to officials and organizational components throughout the Department.
  • Oversees intelligence requirements and reporting/product evaluations, facilitates relationship building and information sharing between Department policy, security, scientific and technological offices, and the Intelligence Community (IC).
  • Supports the Office of the Secretary's Executive Security Protection Division with protective intelligence.
  • Affords high-level, strategic oversight to nationwide operations and ensures proper leadership of any affiliated areas of administration, finance, and acquisition, thus ensuring the Department's investigations and intelligence requirements are directly supported through appropriate administrative, technical, and financial resources with requisite internal controls.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

Additional information

Background Investigation: This position requires a Top Secret/SCI security clearance and is designated as special-sensitive, requiring that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.

Drug Testing: Applicants tentatively selected for employment in any position are subject to designated and/or random pre-employment and employment urinalysis. Applicants who refuse to be tested will be denied employment and/or removed from employment with the Department of Commerce.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

All applicants will be evaluated by an Executive Resources Board (ERB) rating panel of senior managers to determine the degree to which they possess the mandatory executive core and professional/technical qualifications. The ERB rating panel will make recommendations on final selections to the appointing authority. PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):
1- Expert knowledge of the Intelligence Community and the national security structures of the U.S., as well as current international issues and subject matter areas affecting Commerce's various organizational mission and goals.

2- Expert knowledge of intelligence analysis functions and focused intelligence support on the full range of political, economic, scientific, technological, and security issues including cybersecurity, supply chain, counterintelligence, economic and strategic threats.

3- Expert knowledge of risk management and mitigation, strategic planning, and skill in collaborating with high-level audiences and managing diverse personnel in order to acquire services, forecast organizational budgets, oversee the development of programs and align them to the mission, and ensure organizational goals and outcomes are met.
