Summary

This position is located in the Front Office of the Bureau of Intelligence and Research (INR). The incumbent serves as the Chief of Staff to the Assistant Secretary for INR and is the primary facilitator and coordinator for ensuring direct and daily intelligence support to the Department Principals, their Chiefs of Staff and immediate Senior Staff.

Responsibilities

  • Serves as the Chief of Staff to the Assistant Secretary for INR and is the primary facilitator and coordinator for ensuring direct and daily intelligence support to the Department Principals, their Chiefs of Staff and immediate Senior Staff.
  • Provides feedback or requests for information from Principals and their senior staff to the INR/FO and other INR offices to ensure timely responses to Principals' requirements and effective understanding of their intelligence needs.
  • Monitors INR participation in the Presidential Daily Briefings for State Principals and facilitates, ensures and responds to Principals' intelligence requirements.
  • Maintains effective relations with IC and interagency policy counterparts at the NSC and other Executive Branch Departments to establish and maintain an effective sharing and distribution system for INR products.
  • Attends a variety of meetings, briefings and forums within the Department, with USG agencies, including the IC, with regional and multilateral organizations, and with foreign government officials.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience identifying and meeting the intelligence support needs of Department of State Principals by facilitating tailored analytical support.
  • Experience providing advice, guidance and consultation to the most senior officials with regard to the interpretation and application of analysis.
  • Experience establishing liaison at all levels throughout the foreign policy and Intelligence Community.

There is no substitute of education for specialized experience for the GS-15 position.

Qualified candidates are assigned a score between 70 and 100.
