JOB TITLE: Information Technology (IT) Systems Engineer PROJECT OVERVIEW: Part of a team that supports compliance with Clinger-Cohen Act and Federal IT Acquisition Reform Act (FITARA) requirements for a Department of Homeland Security (DHS) component office and programs; maintaining an enterprise-wide IT investment management framework that ensures IT investments are aligned with the DHS mission; and the conduct of IT acquisition oversight through program management reviews and design reviews. Services provided encompass all areas of IT policy and planning including, but not limited to, capital planning, strategic planning, enterprise architecture, data management, information security, enterprise resource management, business process re-engineering, organizational change management, program management support, full range of systems engineering activities related to IT systems development, test, implementation, and deployment, and general office support. The objective is to support business processes and projects to meet Department of Homeland Security (DHS) Acquisition Management and Systems Engineering Lifecycle (SELC) requirements and facilitate leadership oversight of IT investments to ensure they are aligned with the agency mission and measure performance in a meaningful way to produce improved results across the enterprise. JOB DESCRIPTION AND RESPONSIBILITIES: Individual will provide a full range of systems engineering and technical expertise in areas of development, test, implementation, and deployment in support of IT systems to include capabilities across network, storage, security, application, and database infrastructure. Support responsibilities include: Provide systems engineering and IT Systems Security subject matter expertise through a broad range of management consulting activities to help our clients maximize value from their IT investments and maintain security controls Assist and facilitate activities related to technical reviews and documentation across all phases of the DHS Systems Engineering Lifecycle (SELC) Support efforts to turn leading edge concepts into the delivery of efficient, innovative, technology-based solutions to include risk analysis and IT security compliance to address user business needs Complete capability analysis to identify gaps in unclassified and classified IT systems capability to support business needs and processes Complete requirements analysis to identify unclassified and classified IT systems requirements that address capability gaps to support business needs and processes Provide technical advice to develop system architecture for new unclassified and classified IT system capabilities that address capability gaps to support business needs and processes Assist in design activities for new unclassified and classified IT system capabilities that address capability gaps to support business needs and processes Document unclassified and classified IT system capability gaps, requirements, and system architecture to support business needs and processes Evaluate potential technology solutions to address unclassified and classified system capability gaps and requirements Complete analysis to determine whether a suitable capability already exists to meet user requirements Assess the feasibility of IT investment requirements integration into the enterprise architecture Assist in developing and maintaining an IT technology roadmap for unclassified and classified systems REQUIRED SKILLS AND QUALIFICATIONS: Security Clearance: Secret Secret security clearance Bachelor s Degree in information Technology, Engineering or related technology field from an accredited college or university At least 5 years of experience supporting the development, test, integration, implementation, and deployment of complex unclassified and classified IT systems related to network, storage, security, application, and database infrastructure Experience completing capability analysis and requirements analysis of complex IT systems Experience providing technical advice for development systems architecture for complex of IT systems Experience providing technical advice in design activities for new unclassified and classified complex IT system capabilities that address capability gaps to support business needs and processes Experience providing technical advice to evaluate potential technology solutions to address unclassified and classified complex IT system capability gaps and requirements Knowledge and understanding of Agile development methodology Demonstrated strong written and oral technical communication skills, and be proficient in Microsoft Office suite of products DESIRED SKILLS AND QUALIFICATIONS: Advanced Degree in Information Technology, Engineering or related technology field from an accredited college or university CISSP Certification Demonstrated experience supporting the DHS Components in any of the following areas: to network, storage, security, application, and database infrastructure Knowledge and understanding of the DHS Systems Engineering Life Cycle (SELC) process as identified in DHS AD 102-01 Knowledge and understanding of DHS acquisition policy and processes as identified in DHS AD 102-01 Knowledge and understanding techniques and procedures for implementing the requirements of the DHS Information Security Program in accordance with DHS 4300A Sensitive Systems Handbook for sensitive systems and systems that process sensitive information Understanding and Knowledge of the DHS organization Expert Systems Engineering Professional (ESEP) or Certified Systems Engineering Professional (CSEP) or Associate Systems Engineering Professional (ASEP) Certification WORK LOCATION: Washington DC TRAVEL : None KEY WORDS : IT Systems Engineering, IT System Requirements Analysis, IT System Capability Analysis, IT System Architecture, IT Systems Security #MON WBB is a technical and management consulting company that provides innovative products and services that solve government and commercial customer s toughest problems.
