Summary: This Personal Services Contractor (PSC) position is located in the Bureau of Overseas Buildings Operations (OBO), Construction, Facility, and Security Management Directorate (CFSM), Office Security Management (SM). The contractor serves as a Site Security Manager responsible for providing security administration oversight and direction at a specific job site throughout the lifespan of a construction project. Major Duties: As a Site Security Manager, you will be assigned to CFSM/SM, you will perform tasks and assignments that typically include, but are not necessarily limited to, the following: - Administers the on-site Construction Security Program by executing the approved Construction Security Plan (CSP), working closely with the OBO Project Director and acts as the Contracting Officer's Technical representative (COTR) for the Local Guards (LG's), Cleared American Guard (CAG's), and Construction Surveillance Technician (CST) contract. - Coordinates security activities among many groups of people involved with organization projects, including American direct-hire personnel, Foreign Service National (FSN) personnel, contract security personnel, employees of the construction contractor, and officials and specialist within the Department of State. - Supervises site and secure storage facility personnel hired by the US Government, including Local Guards (LG's), Cleared American (CAG's), and Construction Surveillance Technician (CST). - Inspects all construction materials, such as reinforcing bars, pre-cast concrete, structural materials, and wiring for the presence of inserted materials that could be used to compromise the security of the new building. Who May Apply: Job Status: Full-Time, Non-Permanent-Temporary Non-Status Duration Appointment: Non-Permanent, 1 year renewable for up to 4 years. Conditions of Employment: US Citizenship is required.Must be able to obtain and maintain a Top Secret security clearance.Incumbent will be subject to random drug testing.Overseas travel will be required/Duty station located various locationsRelocation expenses will NOT be paid.Medical clearance is required. Qualifications: Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in security administration concepts; operating principles and methodologies. Experience in the principles of architecture; building construction and materials engineering. Experience in financial management concerns and the ability to formulate and manage a budget and direct the expenditure of funds.
