This position requires a TS/SCI with Poly to start. A' -A' Support the development of acquisition strategies as well as the acquisition approval process for the procurement of new systems. -Support the development of Request for Proposals, including Statement of Works (SOWs) and applicable instructions and evaluation criteria -Support development of product technical requirements and preparation of System Requirements Specifications / Technical Requirements Documents (TRDs) for procurement acquisitions. -A' A' A' A' A' Provides support to the COTR in providing oversight of Contractor's program execution. Monitor performance requirements and compliance with contract technical requirements. A' A' A' A' - Provide cost and schedule analysis (Earned Value Management Analysis) -A' A' A' A' A' Review contractor technical design documentation and data deliverables. Provide feedback to the COTR on documentation. Documentation includes: oA' A' A' Proposed architecture and design oA' A' A' Requirements functional analysis and allocation results oA' A' A' Test Program, Test Plans, Test Procedures, Test Reports oA' A' A' Systems Engineering Master Plan (SEMP) oA' A' A' System/Subsystem Specifications (Hardware and Software) oA' A' A' Hardware/Software Build Plans A' A' A' A' Risk Management Plans -A' A' Knowledge of systems engineering policies, specifications, and standards. Provide recommendations of specifications and standards to be placed as program compliance/reference documents in contract. -Knowledge of Government acquisition policies and directives -A' A' A' A' Serve as advisor for technical evaluation of Contractor proposals. -Participate as part of Government Program Office Team in Integrated Baseline Reviews (IBRs) -A' A' A' A' A' Participate as part of Government Program Office Team reviewing and participating in Contractor formal design reviews (SRR, SDR, PDR, CDR, TRR). -A' A' A' A' Witness Contractor conducted testing based upon technical expertise and background -A' A' A' A' Conduct risk and opportunity management analysis. -A' A' A' A' Ability to independently work through all stages of tasking. -A' A' A' A' Strong written, communication, and presentation skills - Must be able to put pen to paper! Qualifications TYPICAL EDUCATION AND EXPERIENCE: Bachelors andA' fourteen (14) years or more experience; Masters andA' twelve (12) years or more experience A' Project management and/or government acquisition/contracting experience -A' A' A' A' BS required, MS desired -A' A' Must have TS/SCI with Poly clearance.
