The Workforce Policy and Programs Branch (WPPB) supports the Fiscal Service human capital program by developing, implementing, leading and/or coordinating projects of broad scope, impact and complexity related to human resources policy in staffing, classification and position management, executive resources, pay/leave, benefits, and human capital planning.

Responsibilities

As a Human Resources Specialist, you will:

- Provide a full range of HR advisory services to senior management, assisting in planning, developing, organizing, and managing resources. Analyze and solve complex and/or sensitive issues where HR policy decisions and guidance may have an impact throughout Fiscal Service

- Plan, develop, implement, and evaluate strategic plans, policies, and priorities relative to Human Capital

- Review legislation, executive orders, policy statements of higher authority, and Office of Personnel Management (OPM) proposed rules and regulations to determine the impact on Fiscal Service human capital programs

- Develop new or proposed human capital programs and policies relating to staffing, classification and position management, executive resources, pay and leave, and/or benefits

Qualifications

You must meet the following requirements within 30 days after the closing date of this announcement.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes all of the following:

- Experience researching, interpreting, and applying Title 5 Federal human resources regulations and guidelines or OPM's classification policies, standards and regulations to provide guidance to management on staff acquisition or classification work; AND
- Experience developing internal and external policies or procedures pertaining to Title 5 Federal human resources staff acquisition or OPM's classification policies, standards and regulations; AND
- Experience communicating with both internal and external stakeholders to present findings, share information, or defend positions that may influence operational or policy functions.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Public Trust - Background Investigation will be required.
- Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
