Summary

The purpose of this position is to manage the day-to-day operations of the staff in the Financial Management Division (FMD) Director's Office and ensure the organization is responsive to the needs of the FMD Director/Chief Financial Officer, Deputy Directors and management team. The position also requires the selectee to provide general guidance and feedback to staff to ensure consistency with the policy and operational goals of the Director's office.

Responsibilities

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Develops recommendations regarding policies, directives, and other guidance related to management internal controls, risk management and measuring effectiveness and efficiency of operations.
  • Establishes and maintains the Agency management internal control plan, along with descriptions of how key internal controls will be evaluated, assessed, and improved.
  • Serves as the principal advisor to the Director of FMD concerning administrative functions, policies and procedures affecting the organization?s operational requirements.
  • Represents the Director on a range of cross functional issues; directs the accomplishment of special projects and tasking?s; and resolves conflicting issues regarding assignments.
  • Works with the program managers to insure that cross-organizational issues and problems can be identified, coordinated and resolved effectively.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Researches, analyzes and interprets data from a variety of sources with the ability to prepare clear, concise written summaries for briefing MRP leadership.
  • Prioritizes multiple division, program, and/or agency goals and ensures both short and long-term objectives are accomplished.
  • Employs organizational and resource management skills to ensure goals/projects are completed accurately and timely.
  • Aids in coordination of work of less senior staff to ensure financial and budget management objectives are met.
Note: There is no education substitution for this grade level.
