Responsibilities

This position is located in the Office of the Secretary, Office of Acquisition and Property Management, Washington, DC. The incumbent serves as the senior analyst and technical expert for the Integrated Award Environment (IAE) systems, while overseeing special programs and projects that are mandated by the Administration, Congress, and the Secretary.

The IAE systems are critical to support a common, secure business environment which facilitates and supports cost-effective acquisition of, and payment for, goods and services; effective management of Federal acquisition and assistance awards; and consistent transparency into Federal acquisition and assistance awards.

At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
1. Serves as the Department of the Interior (DOI) representative on E-Gov forums and/or subcommittees to develop knowledge of the Integrated Award Environment (IAE) systems, functions and processes; contributes to the development of Government-wide data collection and reporting standards; provides timely feedback on IAE requirements to Departmental management, and the Business Information Office (BIO) for incorporation into Department-wide system interfaces to IAE portals/systems, (e.g. Federal Procurement Data System-Next Generation (FPDS-NG), System for Award Management (SAM), Beta. System for Award Management (SAM), Contractor Performance Assessment Reporting System (CPARS)); facilitates training; and issues policy and user guidance for all levels of the agency regarding acquisition systems.
2. The incumbent initiates and develops Department-wide policies, directives, guidance and procedures relating to acquisition data, Government and Departmental data systems and processes to implement Government-wide management initiatives, Executive Orders, legislation, Departmental management initiatives, regulations and directives issued by the President, Congress, the Office of Management and Budget (OMB), the General Services Administration (GSA), the Small Business Administration (SBA), the Department of Commerce, Department of Labor and other agencies.
3. Routinely monitors acquisition data sources to update management on acquisition accomplishments related to applicable DOI Strategic Plan performance metrics.
4. Coordinates and reviews bureau/office acquisition data submissions for compliance, timeliness and accuracy. Notifies upper level Departmental and bureau management of any compliance or systemic deficiencies related to data quality in a timely manner, and develops and monitors corrective action plans, as appropriate.
5. Identifies system, process, or program errors in Government-wide systems with which DOI systems interface and works with lead agencies and inter-agency working groups to ensure resolution.
6. Interacts with White House or congressional staffs, other Federal agencies, consultants, or representatives of private organizations to develop needed information or to coordinate policy positions. The incumbent performs liaison work of a sensitive nature, requiring tact and diplomacy.
7. Actively represents the Department of the Interior on acquisition system related inter­agency committees, working groups, and partnerships established to develop Government-wide policies, processes, standards for acquisition systems, e.g., IAE. Takes a leading role in intra-agency acquisition working group activities and initiatives for the purpose of developing appropriate performance metrics, data collection and reporting standards and processes, and enhancing the transparency of Departmental acquisition to members of the public, and current and prospective awardees.

The Office of the Secretary has determined that the duties of this position are suitable for telework and selectee may be allowed to telework with supervisor approval.

Salary Information
GS-15: $142,701 - $170,800 per annum
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.

Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) planning and managing financial-data collection and information systems;
2) creating business requirements for development and modernization of federal acquisition and awards systems (such as: Federal Procurement Data System-Next Generation (FPDS-NG), System for Award Management (SAM), Beta. System for Award Management (SAM), and Contractor Performance Assessment Reporting System (CPARS)); and
3) interfacing with a broad range of internal and external stakeholders in a team environment to produce deliverables.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior.
