Responsibilities

Duties include, but are not limited to:

-
Serving as the Emergency Preparedness Coordinator and Deputy Safety and Occupational health Manager for the Hunter Holmes McGuire Veterans Affairs Medical Center (VAMC), Richmond, VA affecting all of its associated facilities and property, including community Based Outpatient (CBOC) responsible for the Comprehensive Emergency Management Program (CEMP) and implementation of all safety measures for these facilities.

-Serves as a technical authority and subject matter expert for the VAMC, with responsibility for program oversight and assuring adequacy of its emergency management programs.

-Acts on behalf of the Medical Center Director with delegated authority to commit or render a decision concerning a broad range of issues as they relate to the VAMC's CEMP and community plan involvement.

-Incumbent facilitates the VAMC Emergency Management Committee and is the key member responsible for reporting out to other committees and coordinating the development and implementation of emergency plans across the VAMC's organization elements. As a senior member of the Incident Management Team, is often assigned Incident Commander responsibilities.

-Responsible for ensuring that the emergency response results in findings and conclusions that lead to continual improvement of emergency management programs at the facility and provides program management, leadership and direction to management, professional and technical personnel regarding the development and implementation of the facility Emergency Management Programs.

-Manages computer programs and databases to enhance management of these associated programs.


Work Schedule: Monday through Friday, 8:00am - 4:30pm, including some weekends.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience serving as a technical authority and subject matter expert with responsibility for program oversight and assuring adequacy of its emergency programs; ensuring that the emergency response results in findings and conclusions that lead to continual improvement of emergency management program at a facility. (SUPPORTING DOCUMENTATION REQUIRED)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PREFERRED EXPERIENCE: Emergency Management in a Healthcare environment and completion of Incident Command System (ICS) training courses strongly preferred.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work during non-crisis times is primary sedentary. However, the work periodically requires the employee to carry, erect/install and maintain equipment and involves lifting, walking, standing, bending, climbing or crawling during surveys, drills or activation/implementation of emergency procedures. Conditions can be primitive with little or no shelter, electricity or water with potential for long periods of exposure to both cold and hot weather, the elements, lack of food and water and periods without rest. Emotional stability, ability to effectively and efficiently function during a crisis, ability to make important recommendations and decisions and provide critical information in a professional and unbiased manner are essential.
