The purpose of this position is to serve as a senior Human Resources Specialist (Recruitment).This position is placed in the Human Capital Management Office (HCMO).

As a Human Resources Specialist (Recruitment) you will be responsible for the following duties:
  • Assist the Lead Recruiter in the creation of a virtual/online recruitment strategy, to include targeted campaigns over designated corporate social media channels to help drive traffic to career site and help build awareness around our job opportunities and recruiting events.
  • Serve as a virtual/In-person recruitment conduit, facilitating dialogue with Designated Schools and professional organizations.
  • Build and maintain strong internal network of contributors to help determine targeted recruitment strategies and keep focus on current hiring needs.
  • Write content for DCSA/OCCA to post via social media on topics such as job search advice, upcoming events, best practices for applying, agency culture, etc.
  • Create a mechanism to track cycle times for filling DCSA positions and recommend changes in recruitment programs, procedures, and methods through familiarity with day-to-day operations of information systems.
  • Elicit, on an as-needed basis, information from applicants to evaluate their education, skills, and experience against hiring requirements

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position by 10/26/2020. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is:
  • Demonstrated range of Human Resources knowledge and skill necessary to plan, organize, direct, manage work, provide advice/assistance to employees and managers, administer programs, and conduct case management reviews and research in the area of recruitment.
  • Demonstrated expert knowledge of the laws, programs, regulations, policies, and practices related to recruitment and placement in order to identify policies and regulations in need of revision, deletion, or replacement due to their ineffectiveness, inefficiency, or impracticality and to recommend new or improved regulations, policies, or practices.
  • Demonstrated ability to compare, analyze, and integrate wide ranging, multi-dimensional information affecting broad staffing/recruitment areas and HR programs.
  • Demonstrated skill in presenting an organization's career opportunities, culture, work environment, and benefits.

    DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
