Responsibilities

This position is located in a section of the Trust Fund Branch, Administration Division, for the Bureau of Prisons (BOP).

Serves as the Trust Fund Systems Analyst under the supervision of one of the eight Section Chiefs in either the Deposit Fund, Operations, Information Technology (IT), Investigative and Telecommunications Systems (ITS), Trust Fund Limited Inmate Computer System (TRULINCS) Applications and Operations, TRULINCS IT, Systems Development and Training, or IT Security and Audit Compliance.

Responsible for developing, coordinating, and maintaining integrated systems of financial services for the entire BOP Trust Fund Program including: 1) budgeting; 2) accounting; 3) inventory management and control; 4) management/financial reporting; 5) automated Commissary, inmate computer system, and inmate telephone system operations; 6) warehouse operations and design and 7) clothing issue/laundry operations.

Responsible for learning the daily operations and policy of the BOP's Financial Management Departments as well as Trust Fund and will serve as a resource throughout the BOP.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education:

GS-12 and GS-13: There is no substitution of education for specialized experience for this position.

Experience:

GS-12 and GS-13: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

GS-12:
  • Assists in the planning, organization, and directing of Trust Fund systems in all activities required to produce a working system, such as identifying programming change requirements, testing, implementation, trouble shooting, system diagnostics, and writing BOP policy statements, operations memoranda, user procedures, and training materials as it pertains to Trust Fund Systems.
  • Serves as the staff expert on various committees and work groups which undertake the development or evaluation of major programs and projects within the national Trust Fund operation.
  • Serves as a national training instructor on an as needed basis and serves as a relief instructor and/or assists in providing instructional coverage for other training classes when needed. Develops and conducts training to BOP employee and assists in conducting similar training to BOP contractors nationwide.

GS-13:
  • Experience in designing, directing and/or providing oversight/guidance for the development, implementation and maintenance of automated financial systems (i.e., Commissary, Inmate Telephone System, TRULINCS, Laundry and Warehouse, and/or TRUFACS)for an organization.
  • Experience in analyzing information and evaluating data in the formulation and/or modification of existing policies for Trust Fund operations and systems.
  • Experience in developing plans, programs, procedures which promotes optimum performance or provided guidance to superiors or high level executives.

This position IS NOT included in the bargaining unit.

The representative rate for this position is $112,930 per annum ($54.11 per hour).

Special Conditions of Employment Section:

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation.
