Responsibilities

Responsible for the management, supervision, planning, overseeing and· training of the Electric Shop. The incumbent is responsible for shop administration, leadership and guidance. The incumbent determines labor and material costs for maintenance and repairs, minor improvements, maintenance contracts, and alterations. The incumbent furnishes advice and recommendations to services requesting work; discusses with them factors pertaining to the work such as urgency of need, particularly if the work concerns patient care. Conducts periodic. inspections of work that has. been completed in order to determine the immediate and long-range work needs of this facility, assists in preparing and justifying equipment needs, planned maintenance programs and works up projects to be accomplished Prepares cost estimates for jobs and long-range programs, investigates work requests and suggestions, and makes necessary contacts to gather needed information.

Incumbent maintains a program for preventive maintenance of expendable/non-expendable equipment, and personal property. Coordinates preventive maintenance with shop personnel to stablish PM procedures, estimated labor and material costs, frequency of PM's, and criticality levels. Evaluates electrical systems to assure sufficient capacity for smooth functioning of the facility and compliance with Joint Commission, Occupational Safety and Health Administration (OSHA), and National Fire Protection Agency (NFPA) standards and local operating procedures.

Incumbent is responsible for oversight of all maintenance contracts for the Electric Shop Section including development of new contracts and administration· of existing contracts. Incumbent initiates 2237's for repairs to be completed by outside vendors. Monitors construction practices and directs the attention of contractors and contracting officer's representatives to any deviation from the contract or standard practices.

Serves as Contracting Officer's Representative (COR) on maintenance contracts.

Duties include but are not limited to the following:

The duty of the Contracting Officer Representative (COR) is to ensure that the government receives all that it has bargained for. A COR must be appointed for Architecture and Engineer, construction, hazmat contracts exceeding $25,000, all healthcare contracts for services, and multi-year service contracts. The Contracting Officer (CO) must delegate authority to the COR through an official delegation of authority letter which outlines the responsibilities and duties of the COR. The CO must conduct quarterly meetings with the COR to review mandatory reporting requirements, conduct Fiscal audits, review potential adjustments and funding justifications.

CORs are subject to and must comply with all aspects of procurement integrity regulations related to disseminating contract information. Requests outside of the contacts listed should be referred to the Contracting Officer. The COR may represent the Program Office as the responsible party for developing procurement packages. CORs are the delegated business liaisons for the contract with other required personnel on station. CORs are required to be available to meet with and provide relevant contract information to station leadership in all phases of the acquisition process, from planning to administration to close out. Upon expiration of the contract, the electronic files shall be forwarded to the Contracting Officer.

Performs other directly related duties as assigned.

Work Schedule: Monday - Friday, 7am - 3:30pm. Must have the flexibility to work outside the normal tour of duty which may include weekend and holidays.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: The Electrician makes repairs and installations from ladders, scaffolding, platforms, requiring considerable standing, stooping, bending, pulling, and kneeling; works in tiring and uncomfortable positions; frequently lifts, carries, and sets up tools and equipment. Incumbent must be able to lift and/or carry 75 pounds.

The incumbent works inside and outside of the Medical Center. Work is usually dirty, dusty, hot, cold, greasy, and noisy, and is sometimes performed during inclement weather. The incumbent is occasionally exposed to the possibility of broken bones, electrical shock, burns, and is frequently exposed to the possibility of cuts and bruises.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
