The incumbent will perform multiple and varying assignments under the limited direction of a senior analyst or the Division Manager. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities.

Responsibilities

Serves on a team of analysts charged with managing the resources for the Federal Aviation Administration's direct and reimbursable program and ensuing Agency adherence to Federal laws and regulations. Tracks monitors and analyzes Budget authority requirement and usages across the direct and reimbursable program to inform recommendations for apportionment/allotment changes. Ensures compliance with all relevant Office of Management and Budget (OMB), Government Accountability Office (GAO), and Department of Transportation (DOT) regulations and guidance.

Applies experience and advanced knowledge to plan and accomplish assignments. Provides budget services and assistance to program and financial mangers located in lines of business and staff offices (LOB/SO) to establish spending ceilings for the agencies direct and reimbursable program. Reviews proposed allotment requests to ensure sufficiency of the request and that adequate apportionment authority is available to cover the allotment.

Performs data analysis and interprets budget data in order to detect trends related to funding levels and identifies needed corrective measures and processes to improve funding requests. Contacts typically are internal and external, with regular contacts among major subdivisions and LOB's/SO's, customers, and other external parties to share information about the FAA and explain the applications of policies and procedures.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader or more experienced professional. Refers to managers and professionals who are more experienced problems that require their attention. May help them develop and recommend solutions. Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-G or FG/GS-10) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE: is define as:

experience managing and analyzing budget programs; certifying fund availability; monitoring, tracking and reconciling commitments and obligations; and tracking of financial related expenditures.

5. This is a Level 1 (Low Risk) position requires favorable adjudication of a National Agency Check and Inquiries (NACI) background investigation prior to appointment.

6. NATCA Multi-Unit Bargaining Unit Statement Article 42, Section 5 states: If the Agency decides to interview any qualified employee on the selection list, then all on the list who are qualified must be interviewed. If the selection list is shortened to a best qualified list through a comparative process, then the best qualified list shall be considered to be the selection list. If it is determined that interviews are required and telephone interviews are not utilized, travel expenses incidental to these interviews will be paid in accordance with the Agency's travel regulations and this Agreement.

7. Due to the Pandemic, and individual states with different phases of reopening, the selectee's report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.
