Summary

The incumbent serves as the Science Mission Directorate's (SMD) Chief Science Data Officer. The incumbent is responsible for both leadership of SMD's data strategy and policy and the implementation of the Earth Science Division's (ESD) Data Program (approximately $300 million budget). This position will report to the ESD Division Director and will collaborate with all SMD divisions.

Responsibilities

  • Determines and presents the ESD Data Programs to the ESD, NASA senior management, the Office of Management and Budget (OMB), Congress, and other agencies and organizations.
  • Leads SMD-wide strategic initiatives and establishes new data and software policies to improve the planning, management, and utilization of scientific data across divisions.
  • Leads the development and implementation of open data policies, agreements, and partnerships with interagency, commercial, and international partners for ESD; advises other divisions within SMD on the same.
  • Leads multifaceted projects within the ESD to capture, process and deliver data collected from over 20 active Earth science instruments and missions.
  • Serves as the SMD liaison to the Office of the Chief Information Officer (OCIO) and the Business Innovation Office (BIO) for matters related to open data policies, data management, and associated digital transformation initiatives.
  • Leads, budgets, and implements scientifically relevant advanced data system engineering approaches that enable open science.
  • Demonstrates strategic leadership and collaboration experience with senior stakeholders to establish and achieve goals related to open data policies, data management, and associated digital transformation initiatives across science disciplines.
  • Negotiates agreements/contracts with commercial, academic, and international institutions.
  • Implements advanced data system engineering approaches including continuous evolution, open access methodologies for data and software, analysis tools like Artificial Intelligence and machine learning, cloud computing, and data science.
  • Maintains background in scientific data systems engineering, including the development of cloud computing and open source software for scientific analysis.

Qualifications

Candidates must possess broad engineering expertise at least 1 year of which is in positions at or comparable to the GS-15 level, and must be a recognized subject matter expert.

A qualified candidate must posses expert knowledge and substantial experience in leading, budgeting, and implementing scientifically relevant advanced data system engineering approaches (examples include: continuous evolution, open access methodologies for data and software, analysis tools like Artificial Intelligence and machine learning, cloud computing, and data science) that enable open science; demonstrated strategic leadership and collaboration experience with senior stakeholders (examples include: commercial, interagency and international stakeholders, organization internal stakeholders, and other research and end-user stakeholders) to establish and achieve goals related to open data policies, data management, and associated digital transformation initiatives across multiple science or other relevant disciplines; and experience in negotiating both contracts and agreements (examples of agreements include: commercial, academic, and international institutions). Experience must be clearly demonstrated in the resume.

Education

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.

If the selectee is a current Agency employee with placements rights, the employee will receive a temporary promotion and serve for a period of 3 to 5 years. Upon conclusion of the temporary promotion, the selectee will either return to an appropriate position at a grade level no lower than the grade previously held OR will be converted permanently without further competition.

If the selectee is not a current Agency employee, the selectee will be placed on a term appointment for a period of 3 to 5 years. Upon conclusion of the term appointment, the appointment will either conclude OR the selectee may be converted permanently without further competition.

This temporary promotion/term appointment may be terminated at any time.
