Responsibilities

As a Management Analyst, you will:
  • Provide operations management functions including operations project management (e.g. contracting officer representative), operational strategic planning, workforce planning and analysis, organizational development and training, logistics, security, information technology, knowledge management, records management, budgeting, monitoring and evaluation, data analysis, general administrative services and similar functions.
  • Employ sound project management strategies on assigned work, ensuring effective leadership and communication with key stakeholders (such as project activity managers), establish key goals and objectives, manage of timelines and budgets, perform records management and monitoring and evaluating to ensure projects meet or exceed requirements in support of rapid response, operational contingency work.
  • Establish and communicate clear standard operating procedures and protocols for information sharing; anticipate office-wide operational and staffing needs, impacts, or actions.
  • Collaborate closely with personnel specialists in finding solutions to management problems arising out of changes in work which have an impact on jobs and employees and ultimately the office's mission.
  • Analyze operations to evaluate their effectiveness in achieving the office's mission.
  • Ensure the improved effectiveness of Office operations through consultations with key stakeholders (e.g. staff, leaders, implementing partner), perform analysis, and tracking and evaluation of key program management targets.
  • Prepare and disseminate updates to staff on operational issues; contact, advise, and collaborate with officials within the office, bureau, agency and other stakeholders.

Qualifications

GS-13-You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) providing advice and guidance to managers and employees related to a range of organizational, management and operations issues, or personnel matters; (b) serving as a technical expert and resource in the laws and regulations of budget and/or finance and in the financial and budgetary relationships between the organization and programs of other Federal, State, and local governments and private industry sufficient to analyze international programs; and (c) experience developing, recommending, and/or implementing budgetary and financial policies, including interpreting and assessing the impact of new and revised congressional legislation related to budget formulation and execution.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. You will be evaluated for this job based on how well you meet the qualifications above.
