About the Position: This position is located at the U.S. Army Communications-Electronics Command (CECOM); the Army's materiel integrator for command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance (C5ISR) readiness; supporting our Soldiers' ability to protect our Nation and way of life.

Responsibilities

  • Subject matter expert providing technical direction, planning, and leadership in the area of Information Technology and Traditional Security Management Program Planning and Governance.
  • Application of Traditional Security management and program analysis practices and principles in support of complex interrelated technical programs.
  • Plans the strategic development of the project(s) sets long- and short-term priorities for enhancements and oversees daily implementation.
  • Provides expert advice and consultation on and resolves unusually complex problems.
  • Communicate with senior officials, inside and outside of the Government on program implementation and oversight.
  • Advises, counsels and instructs team members on technical work matters.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Technology, and Logistics Workforce position, Senior Level III certification in Information Technology is required within 24 months of employment.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • Must be able to obtain and maintain a Top Secret Security Clearance.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • Off hours support is required which may include nights, weekends, holidays or as needed for mission support.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify for an IT Specialist position you must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled:

1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized experience is defined as I have one year of specialized experience equivalent to the NH02/GS11 grade level in the Federal service which includes: 1) Providing advice and guidance on a wide range and variety of complex security issues to upper management; 2) Proposing security solutions and recommends countermeasures to mitigate risks; and 3) Leading and guiding others in formulating and executing team plans; 4) Experience in developing and maintaining security programs (Examples include developing, implementing, and maintaining methods to enhance physical protection, or assessing the reliability, loyalty, suitability and trustworthiness of persons who have access to sensitive or classified information, resources, and material)
