Summary

The position is located in the Department of Justice, Office of Justice Programs, Office of the Chief Financial Officer. The incumbent performs a variety of budgetary functions in implementing the organizations' budgetary programs, policies, and procedures. Provides budgetary services, support, and leadership to OJP on budget planning, development, and coordination. Responsibilities include a combination of analytical and evaluative functions designed to conform with OJP's program initiatives.

Responsibilities

Identifies and executes budget reprogramming actions. Reviews progress of all obligations and maintains familiarity with operating and financial programs to make early recommendations for reprogramming actions. Works closely with operating officials in developing reprogramming requests.

Reviews historical financial operating data and trends to prepare and/or validate estimates.

Receives the call for the budget for operating programs. Interprets the call and prepares instructions for use by the organization. Works closely with operating officials to assure complete understanding and compliance with basic requirements.

Performs operational program budget execution duties. Performs studies and audits on internal control and use of funds throughout the year. Assures that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations. Analyzes and evaluates the effects of program plans and budget issues. Continually monitors control point expenditures in relation to planned levels. Prepares reports of analysis, making recommendations for remedial action. Compiles and coordinates the presentation materials for assigned area of the budget.

Prepares supporting materials for budget presentations in response to questions from Office of Management and Budget (OMB) and/or Congressional committees.

Prepares, reviews, and edits justifications for estimates to be used in the presentation of the budget. Assembles and develops background data and documentation in support of requested program budgets for reference and evidence in formulating the organization's operating budget.

Enters budgetary data into a variety of forms, schedules, reports, and automated financial systems. Recommends and makes adjustments, and prepares a variety of reports related to the status of funds, expenses, obligations, and other budget-related information.

Qualifications

Minimum Federal Qualification Requirements:

Grade 11:

Qualifying experience for the GS-11 level includes one year of specialized experience at least equivalent to GS-9 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience equivalent to the GS-09 include preparing financial reports and budget projections; performing cost analysis to identify major changes in budget projections; functional understanding and use of electronic spreadsheet and database software; assisting in budgetary presentations to management; advising management on the status and availability of funds.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the GS-11 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.

Grade 12:

Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience equivalent to the GS-11 include budget formulation, budget execution, analyzing conflicting information and identifying, analyzing, and resolving budgetary problems; providing guidance on legal and regulatory aspects on the use of funds for program and administrative purposes.

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications.

-Ability to provide technical assistance and consultation on financial and/or auditing matters.
-Ability to gather, compile, and analyze financial and/or programmatic information.
-Ability to perform budget call activities.
-Ability to perform budget justification activities.
-Ability to perform budget reporting activities.
-Ability to communicate in writing.
-Ability to communicate effectively other than in writing.
-Knowledge of the federal budget process and financial management practices and procedures.
-Ability to perform actions related to budget reprogramming.-Ability to perform budget presentation activities.
-Ability to apply analytical methods and techniques to identify and resolve financial and/or auditing issues.
