Responsibilities

  • Exercises full supervisory responsibilities and authority over Division personnel. Develops and implements Division policies, practices and procedures. Responsible for assessing, developing, and evaluating program goals, needs, operations, and accomplishments.
  • Conducts short and long range planning for overall Branch goals and objectives in response to changes in funding levels, policy changes or legislative changes pertaining to Division programs and projects.
  • Plans, coordinates and oversees effective development of Division programs. Programs involve studies and initiatives pertaining to Division programs, functions or operations.
  • Plans, directs, coordinates, and oversees studies and surveys to evaluate Division programs and to ensure efficiency and economy of operations.
  • Submits recommendations and decisions that reflect effective analysis of laws and regulations, budgets, strategic plans, current year operating plans, staffing plans, work studies, and other pertinent material.
  • Directs the development of appropriate measurements techniques and methodologies.
  • Advises the Assistant Director and/or Deputy Assistant Director(s) on significant issues or matters pertaining to Division programs and projects, e.g., the impact of new technology, new initiatives, etc.
  • Provides technical information and advice to Assistant Director and/or Deputy Assistant Director(s) in order to provide direction and uniformity in Division programs and projects.
  • Represents the Bureau in interagency meetings, conferences and ad hoc committees on Division issues and program initiatives with policy official at the Department of Justice.
  • Directs the coordination of project and programs with management officials in other divisions within the Directorate, with management officials in other directorates at Bureau Headquarters, and with officials from the Department of Justice or other Federal, State and local law enforcement agencies.

MOBILITY PLAN : New employees hired pursuant to this vacancy announcement must sign a mobility agreement. Qualifications

To qualify for the GS-15 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-14.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Examples of specialized experience include comprehensive knowledge of all ATF law enforcement investigative techniques, technical and scientific advancement in the field, in order to direct a major field component of the Bureau, to ensure the effective execution and coordination of criminal enforcement programs, and to make operations decisions regarding investigations of a criminal nature.

1. Knowledge of all ATF law enforcement investigative techniques, technical and scientific advancements in the field, and all Headquarters and field operations procedures, in order to develop, manage and direct appropriate policy and program related studies, task forces and working groups.
2. Knowledge of supervisory, administrative and managerial policies and procedures and in depth knowledge of professional management and administrative principles and analytical ability to effectively conduct assessments, surveys, and other complex evaluations and projections regarding integrity issues.
3. Skill in oral and written communications in order to review, prepare and defend investigation reports, make presentations to management and professional groups.
