Responsibilities

As a Public Affairs Specialist (Webmaster) you will be responsible for:

  • Administers operation of and maintains external and internal OIG websites to establish a strong OIG web presence that will promote the organization's messages to Congress and the public. Produces sensitive, critical, and complex internet content. Ensures all web content meets federal web standards.
  • Utilizes web coding languages and graphics to create and maintain webpages. Serves as the primary developer of web utilities, scripts, and applications, including Drupal-based sites and SharePoint. Develops web utilities and applications using tools and languages such as Drupal, PHP, HTML, CSS, Java Script, Solr, Perl, and MYSQL. Designs and implements new features and functionality identified by team lead and supervisor using Drupal.
  • Designs, develops, tests, and applies web technologies for both internet and intranet sites. Uses technologies such as Transmission Control Protocol/Internet Protocol, internet server operations, Dreamweaver, and operating systems; security principles and protocols such as encryption; usability concepts, such as navigational aids, site architecture, and knowledge management information rendering; and web-based application and accessibility tools, such as screen readers. Determines the most appropriate methods for delivering information via the internet and intranet, creates web applications that enhance content and meet technical and business requirements, and delivers products and services to internal and external audiences.
  • Establishes benchmarking data and analytics to measure the effectiveness of strategies and to identify improvement areas. Diagnoses and resolves technical issues that arise in the EPA OIG web environment involving the web utilities, scripts, and applications.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

GS-13:
You must have at least one year of specialized experience comparable in difficulty and responsibility to the GS-12 level in the Federal government. The work experience described in your resume must clearly reflect that you have performed work that meets the specialized experience requirement for this position, as defined below, or your application will be rated "Ineligible." Specialized experience for this position is defined as:

  • Experience programming and coding a website; adding new content and features; enhancing navigation through tweaking Java Script, advancing CSS styling and HTML; and using metrics and evaluation tracking methods and techniques to measure optimization through web and social media. Must be proficient with PHP coding language.


You cannot substitute education for experience at the GS 13 level.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas. Your resume must support your responses to the questionnaire.
  • Knowledge of principles, methods, practices, and techniques of web communication and collaborating with a digital communications team to write, edit and proof web content.
  • Skill in building and maintaining websites and developing web materials using programming and coding in order to add new content and features and enhance navigation on a Drupal-based site using Java Script, CSS styling, HTML, Soir, Perl, or MYSQL.
  • Skill in using Dreamweaver and Web Content Management Systems to enhance web communications to internal and external audiences.
  • Ability to use metrics and evaluation tracking methods and techniques to measure optimization through web and social media.
