Responsibilities

This position is located in the Office of the Senior Vice President of Board Authorized Finance (OBAF) of the Export-Import Bank of the United States (EXIM Bank) and is assigned to the Asset Management Division with OBAF.

The primary responsibility of the position is to support the most complex international portfolio of financial transactions under the guidance of the supervisor.

At the full performance level, duties include, but are not limited to:
  • Performs as an expert in one or more of the division's subject matter areas such as sectoral focus, complex restructuring and workout expertise, capital markets analysis, credit analytics, or other areas as may be determined.
  • Serves a a Relationship Manager for borrowers, lenders, and exporters for the most complex portfolios of transactions.
  • Performs broad and comprehensive research and analysis on the most complex portfolios and develops advanced level financial modeling (scenarios, probabilities, asset stress testing etc.) using financial information provided by borrowers, sponsors, lenders, guarantors, and public sources.
  • Monitors country developments on the most complex portfolios, as they relate to the macroeconomic operating environment, sectoral developments and trends affecting a borrowers' industry segment; and structural changes within the sector, such as privatization and deregulation efforts.
  • Collects and reviews various documentation during asset management to evaluate the borrower's financial condition, structure complex transactions, ensure compliance with executed agreements, and determine capacity to repay potential or existing debt.
  • Determines the scope of advisory work and manages the request for proposal ("RFP") process for advisor hiring ad selection, including coordinating with the contracting office and other EXIM Bank divisions.
  • Negotiates, independently, financing terms with borrowers or other creditors for new authorizations, or in the event of post-authorization, changes to a transaction or restructuring of operative credits for existing authorizations.
  • Completes transaction report requirements according to bank and/or divisional transaction report preparation procedures and maintains transaction files according to bank policy.
  • Leads or guides internal working groups and committees, involved in developing, evaluating and recommending improvements in EXIM Bank's programs, policies, procedures or processes.
  • Leads efforts in preparing briefings, memoranda, Congressional reports for senior management for relevant transactions, country and sector developments, and other required areas.
  • Represents EXIM Bank as an expert in a designated subject matter area at interagency meetings or government issues and policy; speaks at public conferences on EXIM Bank programs and experience in the market, demonstrating expertise in one or more designated subject matter areas.
  • Provides assistance, guidance, training, and leadership to other loan specialists.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government. Specialized experience includes:
  • Experience in project finance, corporate finance or asset-backed finance, and restructuring and recovery activities in sectors (e.g. energy, mining, power, etc.)
  • Experience in financial statement analysis, international business, transaction management and/or restructuring
Education cannot be substituted for experience at the GS-14 grade level.
