Summary

This position is located in the Department of Education, Office of Finance and Operations (OFO), Office of Business Support Services (OBSS). The position serves as a Management and Program Analyst with responsibility for a variety of strategic, operational, and administrative activities essential to the direction of the Department's financial management systems.

As a Management and Program Analyst, GS-0343-11 FPL 13, you will be responsible for:
  • Monitor the processing and execution of OBSS contracts and acquisition management to ensure timely execution and within scope, review and approve invoices, etc.
  • Assists with the development and implementation of the OBSS office acquisition plan.
  • Recommends milestones for the accomplishment of administrative tasks and may monitor progress and to resolve issues as they arise.
  • Participates in studies of organizational operations to identify and analyze actual or potential functional and process problems.
  • Resolve issues relating to efficiency, information sharing, effectiveness, and operational cohesion.
  • Recommend changes in work operations and associated policies and guidance, preparing reports, drafts, and other documentation.
  • Collects, maintains, tracks and interprets data from OBSS Divisions for the preparation of data management reports pertaining to OBSS discretionary and common support expenses.
  • Analyzes reported statistics to ensure data is reasonable and if the data is in line with or represents a variance from historical data.
  • Assists with the development of project and office budget.

Qualifications

Specialized Experience for the GS-11:
At least one year of specialized experience to the GS-09 in the federal service or equivalent, performing all three (3) of the following duties or work assignments:

1. Experience assisting a COR with administrative tasks.

2. Experience assisting Purchase Card Holder with ordering office supplies.

3. Experience collecting, analyzing and presenting office data.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge of Federal and agency acquisition regulations, pertinent laws, regulations and policies related to program/operations area to consider their impact on programs.

2. Knowledge of project management protocols and Federal policies, directives and other regulatory material concerning the various types of contracts, techniques for contracting and procurement and contract negotiation and administration.

3. Knowledge of Federal budget processes, policies, procedures and regulations to assure budget estimates, projections and submissions conform to requirements, guidelines and financial objectives.

Education

You may meet the minimum qualifications of this position by meeting the following education options.

GS-11

Ph.D.

or

equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

or

A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.

Telework: At the discretion of the supervisor, generally employees may be authorized to telework one day per week if they are on regular 8-hour work schedule. Teleworkers may participate in some Alternative Work Schedules (AWS) in combination with a Telework Agreement. However, all employees must work from the official work-site location a minimum of four (4) days per work week.

Bargaining Unit: This position is not included in the bargaining unit.

Selections: Agencies have broad authority under law to hire from any appropriate source of eligibles and may fill a vacancy in the competitive service by any method authorized. How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications
