Responsibilities

  • Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million dollar annual budget.
  • Reviews programming documents received from HQDA to determine effect on assigned programs.
  • Analyzes and evaluates current programs schedule, budget, and performance objectives develops a comprehensive time-phased and budgeted program designed to meet mission requirements.
  • Oversees Program Objective Memorandum (POM) planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight.
  • Interfaces with external stakeholders such as representatives from Office of the Secretary of Defense (OSD), Headquarters Department of the Army (HQDA), PEO Staff, and private industry on all matters effecting program execution.
  • Projects major project milestones and events necessary to complete the strategic implementation of the acquisition project.

About the Position: This NH-0340-04 position is located with Program Executive Office Enterprise Information Systems (PEO EIS) located in Arlington, Virginia.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience Required:
To qualify based on your experience, your resume must describe at least one year of specialized experience at the at NH-03 (GS-13 or equivalent) level in the Federal Service that includes: 1) Experience managing cost, schedule and performance for acquisition programs; 2) Experience with the development, coordination, and justification of a comprehensive Program Objective Memorandum (POM) brief for multi-million dollar programs and developing and reviewing acquisition documentation; 3) Experience conducting studies and evaluating programs to determine effective use of resources; and 4) Experience leading or mentoring a team of professionals, planning, prioritizing and/or assigning workload.

Defense Acquisition Workforce Improvement Act Career Field Position. This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III in Acquisition Career Field (A) Program Management within 24 months of entrance on duty.

This position may be eligible for regular and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework. Supervisor approval will be required on a case-by-case basis.

Enterprise Information Systems (EIS) is participating in an alternative personnel system known as the Acquisition Demonstration Project (AcqDemo).
Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 step 01 through GS-15 step 10. EIS uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for the position will be set within a range from $121,316 to $157,709.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirements using experience alone--no substitution of education for experience is permitted.
